Welcomes the setting-up of the Interparliamentary Conference on Economic and Financial Governance of the European Union; underscores, nevertheless, its limits when it comes to encouraging accountability on the part of decision-makers; takes the view that, in the field of EMU, parliamentary control must be shared between the national and the European level and insists that responsibilities must be assumed at the level where decisions are taken or implemented, with national parliaments scrutinising national governments and the European Parliament scrutinising the European executives; believes that this is the only way to ensure the required increased accountability of decision-making; considers that this increased legitimacy can be ensured by foreseeing the adoption of national reform programmes and possible convergence partnerships by national parliaments, as well as the adoption by codecision of broad European policy orientations in the form of convergence guidelines, a new EU legal act setting a very limited number of priorities which are valid for a set period, and which are notably used when adopting the Annual Growth Survey and the country-specific recommendations; stresses that such cooperation should not be seen as the creation of a new mixed parliamentary body, which would be both ineffective and illegitimate from a democratic and constitutional point of view;
6. se félicite de la mise en place de la conférence interparlementaire sur la gouvernance économique et financière de l'Union européenne; insiste toutefois sur ses limites quand l'enjeu est de responsabiliser les décideurs; est d'avis que, dans le domaine de l'Union économique et monétaire, le contrôle parlementaire doit être partagé entre le niveau national et le niveau européen et insiste pour que les responsabilités soient assumées au niveau où les décisions sont prises ou mises en œuvre, avec un contrôle des gouvernements nationaux par les parlements nationaux et un contrôle de l'exécutif européen par le Parlement européen; estime qu'il s'agit de la seule manière de garantir le renforcement nécessaire de la responsabilité du processus décisionnel; considère que cette légitimité accrue peut être assurée en prévoyant l'adoption par les parlements nationaux de programmes nationaux de réforme et d'éventuels partenariats de convergence, ainsi que l'adoption des grandes orientations de la politique européenne sous la forme de lignes directrices pour la convergence, c'est-à-dire un nouvel acte législatif de l'Union qui fixerait un nombre très restreint de priorités pour une période donnée, et qui seraient notamment utilisées lors de l'adoption de l'examen annuel de la croissance et des recommandations spécifiques par pays; souligne qu'une telle coopération ne doit pas être perçue comme la création d'un nouvel organe parlementaire mixte, qui serait à la fois inefficace et illégitime du point de vue démocratique et constitutionnel;

2. This Decision shall take into account the special needs of isolated, outermost and other regions or islands of the Union in terms of prevention of, preparedness for and response to disasters as well as the special needs of the overseas countries and territories in terms of disaster response.

(24a) Nevertheless, the swift adoption of this Decision should be achieved whilst ensuring that the European Parliament's prerogatives are fully respected; for that reason, the Commission should present, before 28 February 2010, a proposal for a new decision also taking into consideration the conclusions of the mid-term review.
