THREE POSSIBLE SOLUTIONS In view of these conclusions, three solutions are discernible: - that of redefining the areas by which the TACs are fixed in order to bring them into line with the present migration pattern; - that of combining both the western and North Sea mackerel stocks into a single management unit, which would take account of the migration of North Sea mackerel into the western area; - that of allowing catches made in the North Sea to be debited against quotas of the western stock.
LES TROIS SOLUTIONS POSSIBLES Compte tenu de ces conclusions, trois solutions s'avèrent possibles pour le problème: - redéfinir les zones sur base desquelles les TAC sont fixés afin de les faire correspondre au régime de migration actuel; - fusionner les stocks de maquereaux "Ouest" et de la mer du Nord en une seule unité de gestion pour tenir compte de l'existence d'une migration du maquereau du stock de la mer du Nord vers la zone ouest; - permettre de soustraire les captures effectuées dans la mer du Nord des quotas du stock "Ouest".

THE MAIN ASPECTS OF THE PROBLEM - The migration pattern of the western stock of mackerel has changed; a large part of the stock now occurs, during the last half of the year, in the North Sea (see Annex I); - The United Kingdom, whose quota of the western stock is 58.67% of the TAC, has requested the right to debit its catches of mackerel taken in the North Sea against its quota of mackerel in the area west of Scotland and west of Ireland; without such a possibility, it has claimed that it could not catch its quota (see Annex II); - This request was opposed by most of the other Member States, who took the view that it would impair the principle of relative stability.
LES DONNEES DU PROBLEME - Le courant migratoire du stock de maquereaux "Ouest" a changé; une grande partie du stock se trouve désormais, pendant le dernier semestre de l'année, dans la mer du Nord (voir annexe I); - le Royaume-Uni, dont le quota pour le stock "Ouest" s'élève à 58,67 % du TAC, a demandé la possibilité de débiter de son quota pour le maquereau les captures effectuées dans la mer du Nord pour la zone ouest d'Ecosse et ouest d'Irlande; sans une telle possibilité, le Royaume Uni déclare ne pas être en mesure d'atteindre son quota (voir annexe II); - cette demande a été rejetée par la majorité des autres Etats membres qui considèrent qu'elle affecterait le principe de stabilité relative.
