URUGUAY ROUND IMPLEMENTING LEGISLATION - AGRICULTURE (The Belgian, Danish and Netherlands delegations maintained reservations on the bananas Chapter, which they thought should be dealt with in the appropriate forum (General Affairs Council)). The main points of the compromise reached may be summarized as follows: - decision by the Council to retain some responsibility for establishing the general management rules in each sector; - need to ensure quotations for certain cereals so that their prices on entry into the Community can be checked without contravening the GATT Agreements; - some clarification of the fruit and vegetable arrangements in order to take account of market-price fluctuations and make a clearer distinction between certain products intended for the processing industry; - some clarification by the Commission of the management of tariff import quotas, the allocation of entitlement to tariff quotas and the attribution of quantities entitled to a refund; - the desire that close track be kept of developments in the chilled sheepmeat trade, which is a sector extremely sensitive to imports; - finally, request by the Commission that provision be made for flanking measures in order to maintain production capacities in sectors where implementation of the GATT might disturb the markets.
LEGISLATION DE MISE EN OEUVRE DU CYCLE D'URUGUAY ROUND - VOLET AGRICULTURE (Les délégations de la Belgique, du Danemark et des Pays-Bas ont maintenu une réserve sur le chapitre "Bananes" qui, de leur avis, devrait être traité dans l'enceinte appropriée (Conseil Affaires générales.) Les points principaux sur lesquels porte le compromis dans ce domaine peuvent être synthétiquement présentés comme suit : - la décision du Conseil de garder à son niveau un certain nombre de compétences pour établir les règles générales de gestion de chaque secteur ; - la nécessité de veiller à une cotation de certaines céréales qui permette de vérifier leur prix d'entrée dans la Communauté sans contrevenir aux accords du GATT ; - certaines précisions à apporter au régime des fruits et légumes, pour tenir compte des fluctuations des prix du marché, et pour mieux différencier quelques produits destinés à l'industrie de transformation ; - certaines précisions données par la Commission quant à la gestion des contingents tarifaires d'importation, quant à la distribution des droits aux contingents tarifaires, et quant à celle des quantités ayant droit à une restitution ; - le souhait de veiller attentivement au développement du commerce de la viande ovine réfrigérée, secteur extrêmement sensible aux importations ; - enfin, la demande à la Commission de prévoir des mesures d'accompagnement pour maintenir les capacités de production des secteurs où la mise en oeuvre du GATT risque de perturber les marchés.
