Since it was demonstrated at the time of initiating the procedure pursuant to Article 108(2) TFEU (see recitals 24 and 25 of the initiation decision) that the tax levied was not a specific tax within the meaning of the case-law, this analysis concerns two separate components: the tax refunds referred to in recital 16, on the one hand, and aid for the cessation of dairy production financed until the 2011/2012 marketing year, on the other, bearing in mind that the Commission approved on 15 May 2013 an aid scheme for the cessation of dairy production covering the 2012/2013 and 2013/2014 marketing years
Étant donné qu'il a été démontré, lors de l'ouverture de la procédure prévue à l'article 108, paragraphe 2, du TFUE (voir considérants 24 et 25 de la décision d'ouverture), que la taxe prélevée n'était pas une taxe affectée au sens de la jurisprudence, la présente analyse portera sur deux volets indépendants l'un de l'autre: les remboursements de taxe visés au considérant 16, d'une part, et les ACAL financées jusqu'à la campagne 2011/2012, d'autre part, la Commission ayant approuvé, le 15 mai 2013, un régime d'aide à la cessation de l'activité laitière couvrant les campagnes 2012/2013 et 2013/2014
