22. Notes that Cyprus made its initial request for financial assistance on 25 June 2012, but that differences of positions as regards the conditionality, as well as the rejection by the Cypriot Parliament on 19 March 2013 of an initial draft programme which included bail-in of insured depositors on the grounds that it was contrary to the spirit of European law since it envisaged haircut of small deposits of less than EUR 100 000, delayed the final agreement on the EU-IMF assistance programme until 24 April (EU) and 15 May 2013 (IMF) respectively, with the Cypriot House of Representatives finally endorsing the agreement on 30 April 2013; notes that there were initial competing programme proposals in the case of Cyprus between different members of the Troika, and highlights the lack of sufficient explanation as to how the inclusion of insured depositors was signed off by the European Commission and EU finance ministers; furthermore, regrets the fact that the Cypriot authorities referred to difficulties in convincing the Troika representatives of their concerns during the negotiation process, as also the fact that the Cypriot Government was reportedly obliged to accept the bail-in instrument on bank deposits in view of the exceptionally high level of private debt in relation to GDP; points out that while the Central Bank of Cyprus (CBC) and a ministerial committee were heavily involved in the negotiation and design of the financial assistance programme and finally the Governor of the CBC co-signed the MoU with the Minister of Finance, it must be noted that there was extremely limited time for any further negotiation in detail of aspects of the MoU;
22. relève que Chypre a présenté sa première demande d'assistance financière le 25 juin 2012, mais que des divergences de vues au sujet de la conditionnalité et le rejet, le 19 mars 2013, par le parlement chypriote du projet initial de programme qui comportait le renflouement des déposants assurés, au motif qu'il était contraire à l'esprit du droit européen en envisageant la décote des petits dépôts de moins de 100 000 EUR, ont retardé la conclusion de l'accord final sur le programme d'assistance de l'Union et du FMI jusqu'au 24 avril pour l'Union et jusqu'au 15 mai 2013 pour le FMI, et que la Chambre des représentants de Chypre a finalement approuvé l'accord le 30 avril 2013; observe que les différents membres de la troïka ont présenté initialement des propositions de programme concurrentes dans le cas de Chypre et souligne l'absence d'explications suffisantes quant à l'acceptation par la Commission européenne et les ministres des finances de l'Union de l'inclusion des déposants assurés; relève aussi, en le déplorant, que les autorités chypriotes ont fait part de difficultés à convaincre, durant le processus de négociation, les représentants de la troïka de leurs préoccupations et que le gouvernement chypriote aurait été contraint d'accepter l'instrument de recapitalisation interne des dépôts bancaires en raison du niveau particulièrement élevé du ratio dette privée/PIB; souligne que, si la Banque centrale de Chypre (BCC) et un comité ministériel ont été étroitement associés aux négociations et à la conception d'un programme d'assistance financière et que le gouverneur de la BCC a finalement cosigné le protocole d'accord avec le ministre des finances, il n'est pas moins vrai que le temps était extrêmement limité pour négocier de manière plus approfondie certains aspects précis du protocole d'accord;

As the House is aware, the Council invited the Commission, after the failure of the referendum on the reunification of Cyprus in April 2004 – and I would like to wholly associate myself with everything that my colleague, Commissioner Verheugen, said about that – to bring forward comprehensive proposals to put an end to the isolation of the Turkish Cypriot community.
Comme vous ne l’ignorez pas, le Conseil avait invité la Commission, suite à l’échec du référendum sur la réunification de Chypre en avril 2004 - et je voudrais m’associer pleinement à l’ensemble des propos tenus par mon collègue, le commissaire Verheugen -, à présenter des propositions générales en vue de mettre un terme à l’isolement de la communauté chypriote turque.

Reassures the citizens of Cyprus that the European Parliament, the Council and the Commission are willing to provide financial support for the implementation of the settlement and the acquis communautaire; welcomes the positive result of the high-level pre-donors" conference on 15 April 2004 as an important signal of the solidarity of the European and international community;

2. Expresses its support, and welcomes the initiative of the United Nations Secretary-General, who on 31 March handed over to the two parties the final version of his plan on the reunification of Cyprus, which will be put to two separate referenda on the island on 24 April, as agreed by all parties in New York on 13 February 2004, so that the reunited island can join the European Union on 1 May;
2. soutient et accueille favorablement l'initiative du Secrétaire général des Nations unies, qui a transmis le 31 mars aux deux parties la version finale de son plan sur la réunification de Chypre, lequel sera soumis le 24 avril à deux référendums distincts sur l'île, conformément à ce qui a été convenu par toutes les parties à New York le 13 février 2004, dans la perspective d'une adhésion de l'île réunifiée à l'Union européenne le 1 mai;

I was extremely pleased to be informed last month, just over a week following the April 16 signing of the accession treaty for Cyprus to the European Union, that thousands of Greek Cypriots, including family and friends of mine, crossed Europe's last great dividing line, the so-called “green line”.
