It should be remembered, even so, that, alone against the world, or almost, we refused to approve the Uruguay Round, both in the French National Assembly and in the European Parliament, for precisely this reason, i.e. we thought it extremely dangerous to agree to significant reductions in customs tariffs without first resolving the essential collateral problems.

(4) It is appropriate that binding tariff information issued by the customs authorities of Member States in respect of the classification of goods in the Combined Nomenclature and which does not conform to the provisions of this Regulation, can continue to be invoked, under the provisions in Article 12(6) of Council Regulation (EEC) No 2913/92 of 12 October 1992 establishing the Community Customs Code(3), as last amended by European Parliament and Council Regulation (EC) No 2700/2000(4), for a period of three months by the holder.
(4) Il est opportun que les renseignements tarifaires contraignants, donnés par les autorités douanières des États membres en matière de classement des marchandises dans la nomenclature combinée et qui ne sont pas conformes au droit établi par le présent règlement, puissent continuer à être invoqués par leur titulaire pendant une période de trois mois, conformément aux dispositions de l'article 12, paragraphe 6, du règlement (CEE) n° 2913/92 du Conseil du 12 octobre 1992 établissant le code des douanes communautaire(3), modifié en dernier lieu par le règlement (CE) n° 2700/2000 du Parlement européen et du Conseil(4).

Under Article 32 of Regulation (EEC) No 404/93 [5], the Commission is to present a report to the European Parliament and the Council by 31 December 2004 on the operation of the market organisation for bananas together with any proposals required and will make proposals to the Council in good time for the fixing of customs duties for the tariff-only regime, to begin no later than 1 January 2006.
