A. whereas Draft amending budget No 8 for the year 2013 (DAB 8/2013) concerns the increase of payment appropriations of EUR 3,9 billion across headings 1a, 1b, 2, 3a, 3b and 4 of the multiannual financial framework (MFF), with the aim of meeting the outstanding needs to the end of the year so that legal obligations stemming from past and current commitments can be honoured, financial penalties can be avoided, and beneficiaries can receive the funds envisaged by the agreed Union policies, for which Parliament and Council authorised the related commitment appropriations in previous annual budgets,
A. considérant que le projet de budget rectificatif n° 8 pour l'exercice 2013 (PBR 8/2013) porte sur une augmentation de 3,9 milliards d'EUR des crédits de paiement aux rubriques 1a, 1b, 2, 3a, 3b et 4 du cadre financier pluriannuel destinée à faire face aux besoins restants jusqu'à la fin de l'année afin d'honorer les obligations juridiques découlant d'engagements passés et actuels, d'éviter des sanctions financières et de permettre aux bénéficiaires de recevoir les crédits prévus par les politiques adoptées par l'Union pour lesquelles le Parlement et le Conseil ont autorisé les crédits d'engagements correspondants au cours des exercices précédents,

whereas the European countries and the EU itself are major contributors to the UN system, notably in providing financial support for UN programmes and projects; whereas France, Germany and the UK are the largest European contributors to the budget for UN PKOs; whereas the EU Member States are collectively the largest contributor to the UN’s peacekeeping budget, with about 37 %, and are currently contributing troops to nine peacekeeping missions; whereas, in addition, in 2014 and 2015 EU financial commitments to the AU totalled EUR 717,9 million and AU contributions amounted to just EUR 25 million; whereas European countries contribute only about 5 % of UN Peacekeeping personnel, with 5 000 troops out of a total of some 92 000; whereas, however, France, for example, trains 25 000 African soldiers each year and separately deploys over 4 000 personnel in African PKOs.

A. whereas Draft amending budget No 2/2013 to the general budget 2013 proposes to increase both the forecast of revenue stemming from fines and penalties by EUR 290 million and the payments appropriations by EUR 11,2 billion (11 200 million) across headings 1a, 1b, 2, 3a, 3b and 4 of the multiannual financial framework (MFF), with the aim of meeting payment needs until the end of the year by covering obligations stemming from past and current commitments;
A. considérant que le projet de budget rectificatif n° 2/2013 au budget général 2013 propose une hausse des prévisions concernant les recettes provenant d'amendes et de sanctions de 290 millions d'EUR et une augmentation des crédits de paiement de 11,2 milliards d'EUR répartie sur les rubriques 1a, 1b, 2, 3a, 3b et 4 du cadre financier pluriannuel, afin de combler les besoins de paiement d'ici à la fin de l'exercice en honorant les obligations découlant d'engagements passés et présents;

4. Highlights that the current EU budget even fails to provide the Europe 2020 flagship initiatives with corresponding budgetary resources and that without an adaptation of the current multi-annual financial framework (MFF) there is no chance to execute Europe 2020 in the EU’s annual budgets before 2014; emphasizes that this sheds some dazzling light on how serious the Council - always intent on curbing the EU budget while enlarging the EU’s tasks - takes its own commitments to Europe 2020;
4. souligne que le budget actuel de l'UE ne prévoit même pas de doter les initiatives phares d'Europe 2020 des ressources budgétaires adéquates et que, sans une adaptation du cadre financier pluriannuel actuel (CFP), il n'y a aucune chance de pouvoir exécuter le programme Europe 2020 dans les budgets annuels de l'UE avant 2014; souligne que cela donne un éclairage étourdissant du sérieux avec lequel le Conseil - qui essaie toujours de restreindre le budget de l'UE tout en en élargissant les tâches - considère ses propres engagements envers Europe 2020;

Such commitments shall not, however, exceed one quarter of the appropriations decided by the European Parliament and the Council on the corresponding budget line for the current financial year.
Toutefois, ces engagements ne dépassent pas le quart des crédits arrêtés par le Parlement européen et le Conseil figurant sur la ligne budgétaire correspondante pour l'exercice en cours.

The estimated annual amounts of payment appropriations required for subsequent financial years in relation to the commitment appropriations for the current year shall be shown, as an indication, in a schedule entered in the remarks column of the budget.
