Bulgaria also started to work on a new Penal Code in 2010 as the current Code is outdated and ill-suited to tackling many modern crimes, including corruption, abuse of office and organised crime.[35] Work on the Penal Code has proceeded at an uneven pace and the initial target to submit a first draft for public discussion in early 2013 has been postponed.
En 2010, la Bulgarie s’est également attelée à l'élaboration d'un nouveau code pénal, le code actuel étant dépassé et inadapté à la lutte contre de nombreuses formes nouvelles de criminalité telles que la corruption, l'abus de pouvoir et la criminalité organisée[35]. Les travaux relatifs au nouveau code pénal ayant progressé à un rythme inégal, l'objectif initial de présenter un premier projet en vue d’un débat public au début de l’année 2013 a dû être reporté.
