Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

Recalls that the EU has ratified the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and calls on the Member States who have not already done so to ratify the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, and the 1950 UNIDROIT Convention on Stolen and Illegally Exported Cultural Objects, which represent important tools for strengthening the protection of global cultural heritage and cultural diversity, as well as the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two protocols, the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage and the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage; calls for the harmonisation of legislation and an international agreement on cultural heritage and illicit trafficking;

Highlights the potential of the digitisation of cultural heritage, both as a tool for preserving our past and as a source for education research opportunities, quality job creation, better social inclusion, wider access for disabled people or people living in remote areas, and sustainable economic development; stresses that the digitisation of heritage requires a consequent financial effort for small and medium-sized or isolated cultural institutions, and that adequate funding is key to ensuring a larger audience and wider dissemination of this heritage; emphasises that the opportunities afforded by digitisation and new technologies, which would never replace access to the original heritage or the associated social benefits of traditional forms of participation in culture, should not lead to negligence in the conservation of originals or disregard for traditional forms of promoting culture, whether during or after digitisation;

However, the free movement of goods is not the only issue at stake here - the proposal also concerns the protection of cultural heritage. A reference to Article 167 TFEU on Union action in the cultural sphere, and in particular to paragraph 2 of that article, which deals with the conservation and safeguarding of cultural heritage of European significance, which include national treasures, and cooperation between the Member States would thus have cleared the way for an approach more consistent with the EU's ambitions in the cultural sphere.

For the protection and promotion of cultural heritage comprising urban historical sites and landscapes, which are an integral part of the cultural diversity that the Union is committed to respecting and promoting in accordance with Article 167(4) TFEU, the definitions and principles developed in relevant Council of Europe Conventions, in particular the European Convention for the Protection of the Archaeological Heritage of 6 May 1969, the Convention for the Protection of the Architectural Heritage of Europe of 3 October 1985, the European Landscape Convention of 20 October 2000, the Framework Convention on the Value of Cultural Heritage for Society of 27 October 2005 can be useful.

– (ES) My vote in support of the de Veyrac report on the application of the Convention Concerning the Protection of the World Cultural and Natural Heritage in the Member States of the European Union is based on the conviction that we must enhance the cultural dimension of the European Union. We must work to ensure we have a cultural policy in the Union which highlights, among the main features of its spiritual richness and that of the Old World, its cultural, linguistic, architectural and artistic diversity and all those elements that make up our common cultural heritage. This is clear when you travel around the Union and see how the diverse spiritual trends over the centuries have been embodied in our monuments, artistic styles, value systems, religious and spiritual trends, and schools of philosophical and scientific thought.
- (ES) Si j'ai voté en faveur du rapport De Veyrac sur l'application de la convention pour la protection du patrimoine mondial et naturel dans les États membres de l'Union européenne, c'est parce que j'ai l'intime conviction qu'il faut avancer au niveau de la dimension culturelle de l'Union européenne et œuvrer pour garantir une politique culturelle qui mette en valeur, comme s'il s'agissait d'une des principales caractéristiques de sa richesse spirituelle et du Vieux Continent, la diversité culturelle, linguistique, architecturale et artistique, et tous les éléments qui composent notre patrimoine culturel commun et que nous pouvons constater lorsque nous parcourons l'Union et voyons que les divers courants spirituels se sont manifestés au cours des siècles dans nos monuments, nos styles artistiques, nos systèmes de valeurs, nos courants religieux et spirituels, nos échelles de pensée philosophique et scientifique.

(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.
(63) L'adoption de la présente directive ne saurait empêcher les États membres de prendre en compte les différentes implications sociales, sociétales et culturelles inhérentes à l'avènement de la société de l'information. En particulier, elle ne devrait pas porter atteinte aux mesures destinées à atteindre des objectifs sociaux, culturels et démocratiques que les États membres pourraient adopter, conformément au droit communautaire, en tenant compte de leur diversité linguistique, des spécificités nationales et régionales ainsi que de leurs patrimoines culturels, et à assurer et à maintenir l'accès du public à un éventail le plus large possible de services de la société de l'information.
