7. Emphasises in this regard the possibility of establishing permanent structured cooperation (PESCO) among Member States (Article 46(6) TEU), of entrusting CSDP instruments and military planning and conduct capabilities in particular to that group of Member States (Articles 42(5) and 44(1) TEU), and of establishing a start-up fund for preparatory activities for missions which are not charged to the Union budget (Article 41(3) TEU) and are not incorporated into the ATHENA mechanism; calls, therefore on the President of the European Council and the Vice-President / High Representative to establish the start-up fund; highlights in this context the importance of mainstreaming CSDP matters into those EU policies which have a multifaceted impact on security and defence or contribute to CSDP, such as development and human rights, industrial research and innovation, internal market, international trade and space policies and others, in order to support those Member States which are engaged in further strengthening the CSDP;
7. insiste, à cet égard, sur la possibilité de mettre en place une coopération structurée permanente entre les États membres (article 46, paragraphe 6, du traité UE), de confier des instruments de la PSDC et des capacités militaires de planification et de conduite à ce groupe d'États membres en particulier (article 42, paragraphe 5, et article 44, paragraphe 1, du traité UE) et de créer un fonds de lancement pour les activités préparatoires des missions qui ne sont pas mises à la charge du budget de l'Union (article 41, paragraphe 3, du traité UE) et ne sont pas intégrées dans le mécanisme Athena; invite donc le président du Conseil européen et la vice-présidente / haute représentante à créer un fonds de lancement; souligne à cet égard qu'il importe d'intégrer les questions de PSDC dans les politiques européennes qui ont une incidence sur diverses facettes de la sécurité et de la défense ou contribuent à la PSDC, comme les politiques relatives au développement et aux droits de l'homme, à la recherche et à l'innovation industrielles, au marché intérieur, au commerce international, à la recherche spatiale et à d'autres politiques, afin d'aider les États membres qui sont engagés dans le renforcement de la PSDC;

17. Notes that the Treaty of Lisbon includes new financial procedures for the CFSP, strengthens the dialogue between the Council and Parliament on the CFSP by introducing two annual debates to be held with the Vice-President/High Representative, and details the role and responsibilities of Parliament in relation to the CSDP; calls, therefore, for a review and extension of existing inter-institutional agreements, with the involvement of its Committee on Foreign Affairs, so as to ensure the smooth and efficient implementation of the budgetary, consultation and supervision procedures for the CFSP and the CSDP and to improve access to sensitive information; draws particular attention in this regard to the above-mentioned Interinstitutional Agreement of 17 May 2006 and to the Interinstitutional Agreement of 20 November 2002 between the European Parliament and the Council concerning access by the European Parliament to sensitive information of the Council in the field of security and defence policy ; expresses its determination to exercise its budgetary power and its democratic scrutiny with regard to the CFSP in connection with all institutional innovations, including the funding arrangements for the EEAS;
17. constate que le traité de Lisbonne comporte de nouvelles procédures financières dans le domaine de la PESC, qu'il renforce le dialogue sur la PESC entre le Conseil et le Parlement par l'introduction de deux débats annuels avec le vice-président/haut représentant, et qu'il détaille le rôle et les responsabilités du Parlement en matière de PSDC; demande, par conséquent, un réexamen et une extension des accords interinstitutionnels existants avec la participation de sa commission des affaires étrangères de manière à assurer une mise en œuvre harmonieuse et efficace des procédures budgétaires, de consultation et de contrôle pour la PESC et la PSDC, et à améliorer l'accès aux informations sensibles; attire particulièrement l'attention, à cet égard, sur l'accord interinstitutionnel du 17 mai 2006 évoqué plus haut et sur l'accord interinstitutionnel du 20 novembre 2002 entre le Parlement européen et le Conseil en ce qui concerne l'accès, par le Parlement européen, à des informations sensibles du Conseil dans le domaine de la sécurité et de la politique de défense ; se dit déterminé à exercer son pouvoir budgétaire et son contrôle démocratique dans le domaine de la PESC, eu égard à toutes les innovations institutionnelles, y compris les mécanismes de financement du SEAE;
