– (DE) Mr President, I, too, was in Sarajevo and in Mostar at times when shots were ringing out every second, and that makes me grateful that – thanks to Dayton – there is no war going on there now, but the absence of war is not the same thing as peace, and, since crucial conditions still remain to be complied with for peace to prevail, it is with concern that I note the imminent replacement of Mr Schwarz-Schilling, a tried and tested international delegate who got his policies right.
- (DE) Monsieur le Président, j’étais également à Sarajevo et à Mostar lorsque les tirs retentissaient à chaque seconde et je me réjouis du fait que - grâce à l’accord de Dayton -, il n’y ait plus de guerre là-bas aujourd’hui. Cependant, absence de guerre n’est pas synonyme de paix et, dans la mesure où des conditions cruciales doivent être remplies pour que la paix prévale, c’est avec inquiétude que je note le remplacement imminent de M. Schwarz-Schilling, représentant international confirmé, connu pour avoir mené une bonne politique.

F. whereas the recent release of a substantial number of political prisoners marks a crucial step forward and clearly shows the determination of the government to continue on the path of reform, noting however that hundreds of political prisoners remain in jail, still kept in appalling conditions and without access to due process of law, further noting that many of those who have been released were only released conditionally, and that none of the repressive laws which were used to jail them have been repealed;
F. considérant que la libération récente de nombreux prisonniers politiques marque une avancée notable et montre clairement la détermination du gouvernement à persévérer sur la voie des réformes; observant toutefois que des centaines de prisonniers politiques restent emprisonnés dans des conditions effroyables et sans accès à la justice; ajoutant que nombre de personnes libérées l'ont été de manière conditionnelle et qu'aucune des lois répressives qui ont abouti à leur incarcération n'a été abrogée;

However, a number of crucial aspects still need to be addressed, including a list of relevant treaties, the question of which treaties will be compulsory, the conditions and procedures for awarding and withdrawing the GSP+, fourthly, the monitoring systems that will be used; fifthly, any additional criteria which are tied in with the beneficiaries’ development needs, and, finally, the possible transitional regulation for the beneficiaries of the present incentive regulations which are unlikely to qualify for the GSP.
Cependant, plusieurs points cruciaux doivent encore être réglés: il faut établir une liste des conventions pertinentes, déterminer les conventions qui auront un caractère obligatoire, fixer les conditions et procédures d’octroi et de retrait du régime SPG+, définir les systèmes de contrôle qui seront utilisés, élaborer les éventuels critères additionnels coïncidant avec les besoins des bénéficiaires en matière de développement et, enfin, envisager l’introduction d’un régime transitoire pour les bénéficiaires des actuels régimes d’encouragement, qui ne pourront probablement plus être pris en considération dans le SPG.
