Its three key objectives were: - to help the internal border regions of the Community to tackle the problems of economic underdevelopment associated with their border status, and especially with the transition to the Single Market; - to encourage crossborder cooperative actions between the internal border regions; - to prepare the external border regions of the Community for their new role at the edge of the Single Market.
