Supports the Commission proposal to set up a multilingual, accessible and user-friendly online platform for social enterprises that should, inter alia , enable peer learning and the exchange of tried-and-tested models, foster the development of partnerships, facilitate information-sharing about access to funding and about training opportunities, and that should serve as a network for cross-border cooperation; calls on the Commission and the Member States to pay attention to social business under the Open Method of Coordination;

Cross-border cooperation should aim to tackle common challenges identified jointly in the border regions, such as: poor accessibility, especially in relation to information and communication technologies (ICT) connectivity and transport infrastructure, declining local industries, an inappropriate business environment, lack of networks among local and regional administrations, low levels of research and innovation and take-up of ICT, environmental pollution, risk prevention, negative attitudes towards neighbouring country citizens and aim to exploit the untapped growth potential in border areas (development of cross-border research and innovation facilities and clusters, cross-border labour market integration, cooperation among education providers, including universities or between health centres), while enhancing the cooperation process for the purpose of the overall harmonious development of the Union.
La coopération transfrontalière devrait viser à résoudre des problèmes communs recensés conjointement dans les régions frontalières, tels que: difficultés d'accès, en particulier en ce qui concerne la connectivité des technologies de l'information et de la communication (TIC) et l'infrastructure des transports, le déclin des industries locales, environnement peu propice aux entreprises, l'absence de réseaux entre les administrations locales et régionales, les faibles niveaux de recherche, d'innovation et d'utilisation des TIC, la pollution de l'environnement, la prévention des risques, les attitudes négatives vis-à-vis des ressortissants des pays voisins, et viser à exploiter le potentiel de croissance inutilisé de zones frontalières (mise sur pied d'installations et de groupements transfrontaliers de recherche et d'innovation, intégration transfrontalière du marché du travail, coopération entre pourvoyeurs d'éducation, notamment entre universités ou entre centres de santé), tout en améliorant le processus de coopération aux fins d'un développement harmonieux de l'ensemble de l'Union.

Cross-border cooperation (73% of the budget) provides funding for the implementation of joint strategies for the regions which are situated along the Member States' internal (and sometimes external) borders and not at a distance of more than 150 km from each other. Its implementation is 'territorialised' at NUTS 3 level and meets the local needs of cross-border regions.
La coopération transfrontalière (73 % du budget) finance la mise en œuvre de stratégies communes pour les régions situées le long de frontières internes (et parfois externes) des États membres (et n'étant pas distantes les unes des autres de plus de 150 kilomètres.) Sa mise en œuvre est "territorialisée" au niveau NUTS 3 et répond aux besoins locaux des bassins transfrontaliers.

7. Calls furthermore – with a view to ensuring the coherence and continuity of territorial cooperation measures and given the strategic nature of the projects in question – for greater flexibility in exploiting the scope offered by Article 21 of the ERDF Regulation with regard to the location of cross-border and transnational cooperation activities, incorporating maritime regions; to that end, calls for a certain flexibility in the application of the geographical limit of 150 km set for cross-border cooperation programmes for coastal and maritime regions;
7. encourage, de plus, pour assurer la cohérence et la continuité de l'action territoriale, en fonction de la nature stratégique des projets, une plus grande flexibilité d'utilisation des possibilités offertes par l'article 21 du règlement FEDER concernant la localisation des opérations dans le cadre de la coopération transfrontalière et transnationale, en intégrant les régions maritimes; demande à ce titre une certaine flexibilité dans l'application de la limite des 150 km pour les régions côtières et maritimes dans le cadre de la coopération transfrontalière;

(4) Commission Regulation (EC) No 2760/98(4), as amended by Regulation (EC) No 1596/2002(5), envisages the extension of the Phare cross-border cooperation programme to borders with other neighbouring countries benefiting from other Community assistance programmes; it is appropriate to extend the Phare cross-border cooperation programme to cover also the Bulgarian border with Turkey.
(4) Le règlement (CE) n° 2760/98 de la Commission(4), modifié par le règlement (CE) n° 1596/2002(5), envisage d'étendre le programme Phare de coopération transfrontalière aux frontières avec d'autres pays limitrophes bénéficiant d'autres programmes d'assistance de la Communauté. Il convient d'intégrer aussi dans le programme Phare de coopération transfrontalière la frontière bulgare avec la Turquie.
