On Burundi, they expressed their deep concern over the prevailing political situation, as well as the insecurity and violence persisting in the country, and welcomed the swift launch of the inclusive inter-Burundian Dialogue facilitated by President Mkapa on behalf of the EAC, supported by the AU and the United Nations.
S’agissant du Burundi, elles ont exprimé leur profonde préoccupation face à la situation politique, d'insécurité et de violence qui persiste dans le pays, et ont salué le lancement rapide du dialogue inclusif inter-burundais sous les auspices du Président Mkapa agissant pour le compte de la Communauté de l’Afrique orientale (CAO) avec l’appui de l’Union africaine et des Nations unies.

I. whereas the Burundian authorities claim to be ready to talk with the opposition, and the President signed a decree on 23 September 2015 creating a National Commission for inter-Burundian dialogue; whereas, however, most of the actors from the opposition or civil society who oppose President Nkurunziza’s third mandate are being pursued on charges of insurrection and complicity in the coup attempt of 13 May 2015; whereas the Speaker of the new National Assembly, Pascal Nyabenda, stated that ‘the people involved in the organisation and implementation of the coup (.) will not be included in the dialogue’;
I. considérant que les autorités burundaises se déclarent prêtes à discuter avec l'opposition et que le Président a signé, le 23 septembre 2015, un décret créant une Commission nationale de dialogue interburundais; considérant cependant que la plupart des membres de l'opposition ou de la société civile qui s'opposent au troisième mandat du président Nkurunziza sont poursuivis pour insurrection et complicité dans la tentative d'attentat du 13 mai 2015; que le président de l'Assemblée nationale, Pascal Nyabenda, a déclaré que "les personnes qui sont impliquées dans l'organisation et la mise en œuvre du coup d'État [...] ne sont pas concernées par le dialogue";

D. whereas UN Security Council Resolution 2248, adopted unanimously on 12 November 2015, urges the Government of Burundi to respect, protect and guarantee all human rights and fundamental freedoms for all, and to cooperate with the mediation efforts led by the East African Community (EAC) and endorsed by the AU to enable the immediate convening of an inclusive and genuine inter-Burundian dialogue involving all peaceful stakeholders concerned, both those within Burundi and those outside the country, in order to find a consensual and nationally owned solution to the current crisis;
D. considérant que la résolution 2248 du Conseil de sécurité des Nations unies, adoptée à l'unanimité le 12 novembre 2015, exhorte le gouvernement du Burundi à respecter, à protéger et à garantir à chacun l'ensemble des droits de l'homme et des libertés fondamentales, et à s'associer aux efforts de médiations menés par la Communauté de l'Afrique de l'Est, soutenus par l'Union africaine, afin de permettre l'ouverture immédiate d'un véritable dialogue sans exclusive entre les Burundais en présence de toutes les parties pacifiques concernées, tant burundaises qu'étrangères, en vue de trouver une solution à la crise actuelle qui soit consensuelle, contrôlée et adaptée aux spécificités nationales;

6. Calls on the EU and its Member States to act in support of efforts by the East African Community and the African Union to achieve a lasting political solution through the inter-Burundian dialogue; welcomes the sanctions adopted by the EU Council in respect of four Burundians whose activities undermine democracy and obstruct efforts to achieve a political solution to the crisis;

N. whereas on 23 September 2015 the President signed a decree creating a national commission for inter-Burundian dialogue to lead negotiations for six months; whereas civil society has shown great scepticism as to the potential achievements of this commission because most of the actors from the opposition or civil society who oppose President Nkurunziza’s third mandate are being pursued on charges of insurrection and complicity in the failed coup of 13 and 14 May 2015; whereas the Speaker of the new National Assembly, Pascal Nyabenda, stated that ‘the people involved in the organisation and implementation of the coup (.) will not be included in the dialogue’;
N. considérant que le 23 septembre 2015, le président a signé un décret portant création d'une commission nationale de dialogue interburundais chargée de conduire les négociations pendant une durée de six mois; que la société civile s'est montrée très sceptique quant aux résultats éventuels de cette commission car la plupart des membres de l'opposition ou de la société civile qui s'opposent au troisième mandat du président Nkurunziza sont poursuivis pour insurrection et complicité dans le coup d'État avorté des 13 et 14 mai 2015; que le président de la nouvelle Assemblée nationale, Pascal Nyabenda, a déclaré que "les personnes qui sont impliquées dans l'organisation et la mise en œuvre du coup d'État [...] ne participeront pas au dialogue";

Education youth participation, interfaith and inter-cultural dialogue, as well as employment and social inclusion, have a key role to play in preventing radicalisation by promoting common European values, fostering social inclusion, enhancing mutual understanding and tolerance.
L'éducation, la participation des jeunes et le dialogue interconfessionnel et interculturel, ainsi que l'emploi et l'inclusion sociale, ont un rôle essentiel à jouer pour prévenir la radicalisation en promouvant les valeurs européennes communes, en favorisant l’intégration sociale, en développant la compréhension mutuelle et la tolérance.
