The Commission should aim to create budgetary synergies between national, Union, multilateral and international measures and existing instruments by avoiding any potential overlap, and must therefore seek the most efficient use of available resources without compromising the just and fair use of the Union's resources, in particular by using financial instruments that have a leverage effect, allowing funds invested and generated by the financial instruments to be used and re-used in accordance with the relevant provisions of the financial rules.

Recalls that a streamlined, forward-looking enlargement policy could be a valuable strategic tool for the EU’s and the region’s economic development, and should aim to create budgetary synergies and enhanced coordination between the various measures and types of assistance provided by the EU, Member States and IFIs, as well as with the existing instruments, namely the IPA, by avoiding any potential overlap, duplications or gaps in funding, particularly in the context of a constrained budgetary environment;
