The Eudravigilance database shall contain information on suspected adverse reactions in human beings arising from use of the medicinal product within the terms of the marketing authorisation as well as from uses outside the terms of the marketing authorisation, and on those occurring in the course of post-authorisation studies with the medicinal product or associated with occupational exposure.
La base de données Eudravigilance contient des informations sur les effets indésirables suspectés survenant chez l’homme en cas d’utilisation du médicament conformément aux termes de son autorisation de mise sur le marché, ainsi que lors de toute utilisation non conforme aux termes de l’autorisation de mise sur le marché, et sur ceux constatés lors d’études postautorisation portant sur le médicament en question ou liés à une exposition professionnelle.

The aim of it is to strengthen the Community pharmacovigilance system of medicinal products for human use and we certainly believe that we have reached an agreement which will ensure, firstly, a more robust system of risk assessment, secondly, an improved system for marketing authorisations and post-authorisation safety and efficacy studies, thirdly, a better and more efficient means of reporting of any adverse drug reactions and fourthly, of course, greater transparency and medicinal safety.

Underlines the importance of the adoption of the new Financial Regulation which entered into force on 1 January 2003 and the fact that it applies to all Institutions equally; congratulates the Secretary-General on the speed and effectiveness with which the Administration made the necessary internal preparations for the implementation of the new Financial Regulation; calls on the Secretary-General to ensure that its principles and provisions are fully respected throughout the Institution and that all authorising officers receive adequate training before taking up posts with financial responsibility; notes with satisfaction that 12-day modular management courses are now obligatory for all appointments to A3 posts and above;

29. Urges that, in addition to mandatory financial management training for all new authorising officers, all officials with management responsibility should be required to complete a course in human resource management; those already in management posts should be encouraged to do likewise;

In accordance with the case law of the Court of Justice (Kraus judgment of 31 March 1993 in case C-19/92), the sole purpose of an authorisation procedure for the use of a post-graduate academic title obtained in another Member State should be to establish whether it was rightfully awarded by a competent higher education establishment after the effective completion of a course of study.

Nothing like that has ever happened before and of course it creates difficulties, but to call it an irregularity and to create the impression that the Commission has filled posts it was not authorised to is simply not correct and I must reject the term irregularities in this connection.
