D. whereas two senior members of the Independent National Electoral Commission (CENI) have fled the country, in addition to a senior judge of the Constitutional Court charged with ruling on the legality of the President’s third term, and the speaker of the national assembly, all citing fears for their own safety; whereas on 25 June 2015 Burundian Vice-President Gervais Rufyikiri also fled the country after casting doubt on the President’s eligibility for a third term;
D. considérant que deux membres de premier plan de la Commission électorale nationale indépendante (CENI) ont fui le pays, imitant en cela un haut magistrat de la Cour constitutionnelle chargé de prendre une décision sur la légalité d'un troisième mandat présidentiel et le président de l'Assemblée nationale, invoquant tous des craintes pour leur propre sécurité; que, le 25 juin 2015, le vice-président burundais Gervais Rufyikiri, a également fui le pays après avoir émis des doutes quant à la possibilité pour le président de briguer un troisième mandat;

F. whereas the political upheaval has impelled Burundi’s Catholic Church to withdraw the priests it had appointed to help organise the elections, saying that it ‘cannot support elections that are full of shortcomings’; whereas two top election officials out of five members of the National Independent Electoral Commission (CENI), namely the commission’s vice-president Spes Caritas Ndironkeye and the member responsible for management and finance, Illuminata Ndabahagamye, have resigned and fled the country; whereas Aimé Nkurunziza, member of parliament and chair of the parliament’s Committee on Political and Foreign Affairs and Governance, has also fled the country, saying that he does not support the government’s election-rigging; whereas Burundi’s second Vice-President, Gervais Rufyikiri, himself left for exile in Belgium on 17 June 2015;
