2 (1) For the purposes of section 54 of the Customs Act, where goods are exported to Canada from any country but pass in transit through another country, the goods shall be deemed to be shipped directly to Canada from the first mentioned country on condition that the journey of the goods from that country to Canada is uninterrupted and the importer of the goods complies with section 3.

76.04 (1) If a review under section 76.01, 76.02 or 76.03 involves goods of more than one NAFTA country, or of one or more NAFTA countries and goods of one or more other countries, and the Tribunal makes another order or finding under any of those sections, the Tribunal shall make a separate order or finding under that section with respect to the goods of each NAFTA country.

For the purposes of paragraph 18(1)(d) of the Customs Tariff, where goods are exported to Canada from any country but are transhipped in any intermediate country, the goods shall be deemed not to have been shipped directly to Canada from the first mentioned country if the goods remain in temporary storage in the intermediate country for a period exceeding six months.

Reiterates its concern regarding restrictions on Internet content, whether they apply to the dissemination or to the receipt of information, that are imposed by governments and are not in strict conformity with the guarantee of freedom of expression; in this respect, requests the Council and the Commission to draw up Community rules on trade with third countries concerning goods, including software, hardware and other similar items, the sole purpose of which is to conduct general surveillance activities and to restrict access to the Internet in a manner inconsistent with freedom of expression, and the import and export of such goods, with the exception of goods the sole purpose of which is the protection of children; considers that the same should apply as regards surveillance and/or military technology destined for countries which are systematic violators of human rights; calls also for concrete solutions to be found in order to prevent European businesses from providing those countries with personal data that may be used to violate such rights, particularly freedom of expression;

4. Except in the cases referred to in the paragraphs 2 and 3, goods which move from one point to another in the Community through the territory of one or more EFTA countries and goods which move on departure from the Community to a destination in an EFTA country shall be placed under the T2 procedure, subject to conditions which shall be laid down by each Member State of the Community, for the whole of the journey from the station of departure to the station of destination without production at the office of departure of the CIM consignment note covering the goods.
4. Hormis les cas visés aux paragraphes 2 et 3, les marchandises qui circulent d'un point à un autre de la Communauté avec emprunt du territoire d'un ou de plusieurs pays de l'AELE, ainsi que les marchandises qui circulent au départ de la Communauté à destination d'un pays de l'AELE, sont placées, selon les modalités déterminées par chaque État membre de la Communauté, pour l'ensemble du trajet à parcourir depuis la gare de départ jusqu'à la gare de destination, sous la procédure T2 sans qu'il y ait lieu de présenter au bureau de départ la lettre de voiture CIM relative à ces marchandises.
