Several times already over the course of my year-and-a-half involvement with this convention, I have been asked by provincial central authorities to attempt to intervene informally to facilitate the following kinds of situations: arranging to have an embassy abroad hand deliver an application where there was difficulty in transmitting it; gathering information on why a time delay might be occurring for an applicant who was seeking legal aid in a foreign country; helping central authorities in finalizing passport arrangements for children who are being properly returned under the convention; compiling lists of lawyers in foreign countries for Canadian applicants; arranging conference calls between provincial central authorities and officials in the geographic branches of Foreign Affairs who can provide invaluable perspectives on how things generally operate in a particular country; and on an even more concrete level, when requested to get involved and in a proper case, writing letters as the federal central authority to lend our voice to a provincial or territorial central authority, for example, where it is felt that obligations under the convention are clearly not being respected or to assist them in getting information where responses are not forthcoming.

In order to provide pre-accession assistance to Croatia it is appropriate to include it as a beneficiary under Council Regulations (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE) (1), Council Regulation (EC) No 1267/1999 of 21 June 1999, establishing an instrument for structural policies for pre-accession (2) (ISPA) and Council Regulation (EC) No 1268/1999 of 21 June 1999 on Community support for pre-accession measures for agriculture and rural development in the applicant countries of central and eastern Europe in the pre-accession period (3) (SAPARD).

NUCLEAR SAFETY IN THE CONTEXT OF THE ELECTRICITY SECTOR IN CENTRAL AND EASTERN EUROPE AND IN THE CIS Following a discussion of nuclear safety and related energy supply needs in the countries of Central and Eastern Europe and in the EC, the Council adopted the following conclusions: "THE COUNCIL, reaffirming its commitment to assist with improving nuclear safety in the countries of Central and Eastern Europe and the CIS, and its awareness of the need to pursue such improvements within the framework of sustainable medium and long term energy strategies for those countries; 1. recalls the Council conclusions of 7 December 1992 and of 25 June 1993 and notes the Commission report on "Community assistance in the energy sector to the countries of Central and Eastern Europe and the former Soviet Union"; notes the report submitted to it and to the European Parliament by the Commission on 9 December 1993 under the title "Nuclear safety in the context of the electricity sector in Central and Eastern Europe and the CIS"; 2. urges the Commission and the Member States, in the framework of their ongoing co-operation with the countries concerned and, in particular, in appropriate international fora; - to prevail on the governments concerned to agree to the earliest practical closure of the less safe reactors that cannot be upgraded to adequate standards of safety at a reasonable cost, - to press for the achievement of safety levels for new nuclear power plants and for those maintained in service, equivalent to those in practice in the European Union, - to seek actively the development of independent nuclear safety authorities enjoying adequate means and resources in order to ensure their effective operation, and - to promote the development and implementation of adequate safeguards and controls of nuclear materials and installations. 3. supports, through the relevant European Union and Member States' means taking into account the wider energy situation and the individual charac ...

INDUSTRIAL COOPERATION WITH THE CCEE - COUNCIL CONCLUSIONS "THE COUNCIL 1. welcomes the Commission communication of 16 March 1995 on developing industrial cooperation with the countries of Central and Eastern Europe (CCEE) which have concluded or are about to conclude Europe agreements with the European Union; 2. endorses the Commission's determination to derive full benefit for industrial cooperation from the decisions taken by the Essen European Council on the pre-accession strategy for the countries of Central and Eastern Europe; 3. reiterates the importance of dialogue on industrial cooperation with the CCEE, at both administration and company level; 4. emphasizes the fundamental role of industrial cooperation in fostering the integration of the countries of Central and Eastern Europe into the European economy, alongside the alignment of the rules on competition and state aids of the CCEE on those of the European Community, to promote the development of trade under equitable conditions; 5. awaits with interest the publication of the White Paper on the preparation of the associated countries of Central and Eastern Europe for integration into the internal market, in the run-up to the forthcoming European Council meeting in Cannes.
