PROPOSALS FOR 1986 a. Industrial products other than textiles In accordance with its guidelines adopted in May, the Commission proposes : - an up-dating of the value or volume of existing quotas and ceilings on the basis of real patterns of trade, which will make it possible to offer substantial increases for a number of these products, with the exception of steel; (1) COM(85) 425 (2) P - 30 of April 1985. - 2 - - a general improvement in the preferences for the neediest developing countries and in particular : the withdrawal of 19 products from the list of sensitive products and a significant drop in the number of individual country quotas, leaving 37 in total - 47 are to be abolished and 10 new quotas introduced for the most competitive countries in the sensitive sectors; - a small number of exclusions from preferences for certain products in the case of countries which, according to objective criteria (penetration rates equivalent to 2O% of Community imports), have achieved a degree of competiveness equal or superior to that of the Community in these products : the 26 exclusions affect Hong Kong (12 products), South Korea (10), Brazil (2) and Singapore (2). Lastly it is proposed to make a general increase in the preferential ceilings to take account of Portugal's and Spain's accession. b. Textiles The Commission proposes to increase certain ceilings for MFA products in accordance with the Council's decision in 1984 and also to make an across-the-board increase of 1.42% in all ceilings to take account of the accession of Portugal and Spain, and to include in the scheme Costa Rica and Argentina.

Pour les produits textiles : La Commission propose de mettre en oeuvre pour les produits AMF, l'augmentation de certains plafonds conformement a la decision prise par le Conseil en 1983, une augmentation lineaire de 1,42% de tous les plafonds pour tenir compte de l'adhesion de l'Espagne et du Portugal, ainsi que l'inclusion parmi les beneficiaires, du Costa-Rica et de l'Argentine.
