Accordingly, any reference in this Agreement and its annexes to “Central and Eastern European countries”, “countries from Central and Eastern Europe”, “recipient country (or countries)” or “recipient member country (or countries)” shall refer to Mongolia and each of such countries of the Southern and Eastern Mediterranean as well.

33. Stresses the need for the governments of the countries of Central Asia to promote and support the proliferation of SMEs as one of the elements needed for the development of the countries concerned, and emphasises that the EU should give this higher priority in its assistance to SMEs under the EIB's mandate for Central Asia and relax visa requirements for people travelling from Central Asia on business and higher education, while promoting international labour, environmental and corporate social responsibility standards; considers also that practices which discriminate against European industries should be avoided, including in the key sector of public procurement, and calls on the EU to facilitate cooperation between SMEs from the EU and SMEs from Central Asia;

The enlargement to take in ten countries from Central and Eastern Europe represents a political, social and economic challenge for the European Union. It represents an even greater challenge to the countries concerned, in that they are required, within a relatively short period of time, to bring state structures inherited from Communist regimes into line with European standards in all the areas covered by the acquis communautaire.

Since their last meeting at Ministerial level on July 4, the international economic environment within which the countries of central and eastern Europe are pursuing their policies of economic stabilisation, structural adjustment and the transition to market economies has changed in the following respects: - a deterioration in the terms of trade of the central and eastern European countries resulting from the ongoing necessary shift to hard currency accounting and payments in intra-Comecon trade; - uncertainty concerning the supply of oil and gas from the Soviet Union, both with respect to deliveries and price; - the impact of the crisis in the Gulf, notably the increase of oil prices, the interruption of supplies and the loss of income from trade, service contracts and workers' remittances.

INDUSTRIAL COOPERATION WITH THE CCEE - COUNCIL CONCLUSIONS "THE COUNCIL 1. welcomes the Commission communication of 16 March 1995 on developing industrial cooperation with the countries of Central and Eastern Europe (CCEE) which have concluded or are about to conclude Europe agreements with the European Union; 2. endorses the Commission's determination to derive full benefit for industrial cooperation from the decisions taken by the Essen European Council on the pre-accession strategy for the countries of Central and Eastern Europe; 3. reiterates the importance of dialogue on industrial cooperation with the CCEE, at both administration and company level; 4. emphasizes the fundamental role of industrial cooperation in fostering the integration of the countries of Central and Eastern Europe into the European economy, alongside the alignment of the rules on competition and state aids of the CCEE on those of the European Community, to promote the development of trade under equitable conditions; 5. awaits with interest the publication of the White Paper on the preparation of the associated countries of Central and Eastern Europe for integration into the internal market, in the run-up to the forthcoming European Council meeting in Cannes.
