To that end, it is recommended that extended use be made of the single Union framework for the transparency of qualifications and competences (Europass) established by Decision No 2241/2004/EC of the European Parliament and of the Council , the European Quality Assurance Register for Higher Education (EQAR) and the European Association for Quality Assurance in Higher Education (ENQA) established pursuant to Recommendation 2006/143/EC of the European Parliament and of the Council , the European Qualifications Framework (EQF) established pursuant to the Recommendation of the European Parliament and of the Council of 23 April 2008 , the European Credit System for Vocational Education and Training (ECVET) established pursuant to the Recommendation of the European Parliament and of the Council of 18 June 2009 , the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET) established pursuant to the Recommendation of the European Parliament and of the Council of 18 June 2009 and the European Credit Transfer and Accumulation System (ECTS).

8a. Where a home Member State registers an insurance intermediary which has obtained professional qualifications or experience in another member state, it shall take into consideration the qualifications and experience, having regard to Directive 2005/36/EC of the European Parliament and of the Council and the level of the qualification as it is defined under the European Qualifications Framework for lifelong learning established under the Recommendation of the European Parliament and Council .
8 bis. Lorsqu'un État membre immatricule un intermédiaire d'assurance qui a obtenu ses qualifications professionnelles ou acquis de l'expérience dans un autre État membre, il doit tenir compte de ces qualifications et de cette expérience, conformément à la directive 2005/36/CE du Parlement européen et du Conseil ainsi que du niveau de qualification tel que défini par le cadre européen des certifications pour l'éducation et la formation tout au long de la vie établi par la recommandation du Parlement européen et du Conseil .

(25) A national qualification accredited to level 3 or above under the European Qualification Framework established under the Recommendation of the European Parliament and Council of 23 April 2008 on the establishment of the European Qualifications Framework for lifelong learning should be accepted by a host member state as demonstrating that an insurance or reinsurance intermediary meets the requirements of knowledge and ability which are a condition of registration in accordance with this Directive.
(25) Une qualification nationale accréditée au niveau 3, ou à un niveau supérieur, en vertu du cadre européen des certifications établi par la recommandation du Parlement européen et du Conseil du 23 avril 2008 établissant le cadre européen des certifications pour l'éducation et la formation tout au long de la vie devrait être acceptée par l'État membre d'accueil comme démontrant que l'intermédiaire d'assurance ou de réassurance satisfait aux exigences de connaissances et d'aptitudes qui conditionnent l'immatriculation conformément à la présente directive.

The Recommendation of the European Parliament and of the Council of 23 April 2008 on the establishment of the European Qualifications Framework for lifelong-learning invited Member States to relate their national qualifications systems to the European Qualifications Framework and to promote the validation of non-formal and informal learning in accordance with the Common European Principles agreed in May 2004.
La recommandation du Parlement européen et du Conseil du 23 avril 2008 établissant le cadre européen des certifications pour l'éducation et la formation tout au long de la vie invitait les États membres à établir des correspondances entre leurs systèmes de certification nationaux et le cadre européen des certifications et à favoriser la validation de l'éducation et de la formation non formelles et informelles conformément aux principes européens communs convenus en mai 2004.

(d) take the measures they consider appropriate to promote a European qualification area, i.e. to enable those concerned to report on the qualifications obtained and the experience acquired in the host State to the relevant authorities, particularly the academic and professional authorities in their home State; that might be carried out by promoting the objectives of the 1992 and 1996 Resolutions on the transparency of qualifications and training certificates, by encouraging the use of the Europass Training document as provided for in Council Decision 1999/51/EC of 21 December 1998 on the promotion of European pathways in work-linked training, including apprenticeship(16) and of the European diploma supplement, and by implementing the conclusions of the Lisbon European Council of 23 and 24 March 2000, in particular by establishing a European framework of basic skills and a common European format for curricula vitae.
