The Council's first-reading position, which formalises the political agreement reached by transport ministers on 15 October 2010, differs from the initial Commission proposal presented in July 2008 (11857/1/08) in particular in two points: the Commission, supported by the European Parliament in its first-reading opinion of March 2009, advocated compulsory earmarking of external cost charge revenue and the introduction of a specific congestion charge, replaced in the Council text by the possibility to modulate the infrastructure charge at peak hours.
La position adoptée par le Conseil en première lecture, qui formalise l'accord politique dégagé par les ministres des transports le 15 octobre 2010, diffère de la proposition initiale que la Commission a présentée en juillet 2008 (doc. 11857/1/08) sur deux points en particulier: la Commission, à laquelle le Parlement européen a apporté son soutien dans l'avis qu'il a rendu en première lecture en mars 2009, préconisait l'affectation obligatoire des recettes résultant d'une redevance pour coûts externes et l'introduction d'une redevance spécifique liée à la congestion, qui a été remplacée dans le texte du Conseil par la possibilité de moduler la redevance d'infrastructure pour tenir compte de la congestion routière aux heures de pointe.
