We in this House have had a hand in pointing the Council in the right direction, but, following an initial stage in which the Council is to be administered by the Commission, consideration is to be given to whether it is actually capable of operating on its own. Once that evaluation has been carried out, we will be able to come to a decision on the Council’s final structure.

The documents required for closure of the assistance shall be the declaration of expenditure relating to payment of the balance, the final implementing report and the declaration provided for in Article 38(1)(f) of Council Regulation (EC) No 1260/99 of 21 June 1999 laying down general provisions on the Structural Funds (16).

Since the final breakthrough in 2001 on the European Company Statute and the involvement of workers in such companies, the negotiations for a European Parliament and Council regulation on the statute for a European co-operative structure have been intensified in the Council, together with the debates on a European Parliament and Council directive supplementing the draft regulation with regards to involvement of employees.
