11. Reminds Russia of the importance of full compliance with its international legal obligations, and of the fact that judicial decisions have to be taken in an effective and impartial manner and must be independent, comply fully with the law and be based on legitimate evidence, without any political interference; takes the view that the Russian Federation, as a member of the Council of Europe and the Organisation for Security and Cooperation in Europe, should honour the obligations to which it has signed up;

Reminds Russia of the importance of full compliance with its international legal obligations, as a member of the Council of Europe, and with the fundamental human rights and the rule of law enshrined in the European Convention on Human Rights and the International Covenant on Civil and Political Rights (ICCPR);

I also wrote directly to Russian foreign minister Primakov reminding him that as a permanent member of the council and a privileged partner with the Belgrade government, Russia had a special role to play in putting effective pressure on Milosevic.
J'ai également écrit directement au ministre des Affaires étrangères de Russie, M. Primakov, lui rappelant que, en tant que membre permanent du conseil et partenaire privilégié du gouvernement de Belgrade, son pays avait un rôle spécial à jouer pour ce qui était de faire pression sur Milosevic.

Regrets that the Russian authorities regarded the intended monitoring mission of the OSCE/ODIHR as an intrusion into internal affairs; voices its strong support for the important work of this mission and reminds Russia of its commitments and responsibilities as a member of the OSCE and of the Council of Europe, including the right of association and the right to peaceful demonstrations;

I would however like to remind you of what France, Germany and Russia stated yesterday in the memorandum that they presented to the Security Council on weapons of mass destruction in Iraq. I will read the paragraph in question:
