On 10 December 2007 the Council praised Croatia for its overall progress in the past year which has enabled the country to move into the next, significantly more important and more demanding phase.

25. Welcomes the successful contribution made by the European Union's naval operation EU NAVFOR Somalia – Operation Atalanta in combating piracy in the Gulf of Aden and off the coast of Somalia, notably in an effort to ensure that humanitarian aid reaches all the people in need in this country; emphasises that Operation Atalanta has established itself as a key player in the fight against piracy, inter alia through the Maritime Security Centre (Horn of Africa); welcomes the Council decision to extend the mission for another year until December 2010 and takes note of the broadening of the mandate of this operation designed to address a security issue directly affecting the EU (security of citizens and supplies, protection of vulnerable vessels) and respond to a humanitarian and operational emergency (by escorting ships chartered by the World Food Programme to deliver food to the Somali population and ships delivering logistical support to the African Union's military observation mission in Somalia (AMISOM)); praises, at the same time, its contribution to the reinforcement of naval cooperation in Europe and the further development of the maritime dimension of the CSDP; also welcomes the involvement of non-EU countries (Norway, Croatia and Montenegro) and the operation's constructive cooperation with the other naval forces present in the region, particularly in the context of the SHADE (Shared Awareness and Deconfliction) processes; regrets, however, the continuing problems with the prosecution of suspected pirates and armed robbers apprehended in the operation area, which undermine the credibility of the international anti-piracy efforts;
25. salue la contribution réussie de l'opération navale de l'Union européenne en Somalie (EUNAVFOR Somalia – opération Atalante) à la lutte contre la piraterie dans le golfe d'Aden et au large des côtes de la Somalie, en particulier en vue de contribuer à ce que l'aide humanitaire parvienne à l'ensemble de la population qui en a besoin dans ce pays; souligne que l'opération Atalante s'est imposée comme l'acteur central en matière de lutte contre la piraterie, notamment via le Centre de sécurité maritime – Corne de l'Afrique; se félicite de la décision du Conseil de prolonger la mission d'un an, jusqu'en décembre 2010, et prend note de l'élargissement du mandat de cette opération qui répond à un intérêt de sécurité direct de l'Union (sécurité des citoyens et des approvisionnements, protection des navires vulnérables) et à une urgence humanitaire et opérationnelle (accompagnement des navires affrétés par le Programme alimentaire mondial acheminant la nourriture destinée à la population somalienne et des navires acheminant le soutien logistique à la mission d'observation militaire de l'Union africaine en Somalie (AMISOM)); se félicite également de sa contribution au renforcement de la coopération navale en Europe et au futur développement de la dimension maritime de la PSDC; salue également la participation de pays tiers (Norvège, Croatie et Monténégro) à l'opération et la bonne coopération avec les autres forces navales présentes dans la région, notamment dans le cadre des processus SHADE (Shared Awareness and Deconfliction); déplore, toutefois, les problèmes persistants que posent les poursuites judiciaires contre les auteurs présumés d'actes de piraterie et de vols à main armée arrêtés dans la zone d'opérations et qui entament la crédibilité des efforts internationaux de lutte contre la piraterie;
