Following Friday's agreement between the European Council and Turkey, the Commission is adopting a proposal to amend a Council Decision to relocate people in need for international protection from Italy and Greece.
À la suite de l’accord conclu vendredi entre le Conseil européen et la Turquie, la Commission adopte une proposition de modification d'une décision du Conseil de relocaliser, au départ de l’Italie et de la Grèce, des personnes ayant besoin d’une protection internationale.

With regard to Turkey, the European Council at Copenhagen indicated that if, on the basis of a report and a recommendation from the Commission, the European Council in December 2004 decides that Turkey fulfils the Copenhagen political criteria, the European Union will open accession negotiations with Turkey without delay.
S'agissant de la Turquie, le Conseil européen de Copenhague a indiqué que s'il estime, en décembre 2004, sur la base d'un rapport et d'une recommandation de la Commission, que ce pays satisfait aux critères politiques de Copenhague, l'Union européenne ouvrira immédiatement des négociations d'adhésion avec lui.

Financing of the programmes and projects shall be subject to compliance with the commitments contained in the EC-Turkey Association Agreement, Decision No 1/95 of the EC-Turkey Association Council of 22 December 1995 on implementing the final phase of the Customs Union(10) and all other related agreements and decisions, and the conditions laid down in Article 4 of Regulation (EC) No 390/2001, in the Accession Partnership with Turkey and in this Regulation.

(2) The Helsinki European Council of December 1999 stated that Turkey is a candidate country destined to join the Union on the basis of the same criteria applied to the other candidate countries and that, building on the existing European Strategy, Turkey, like other candidate countries, will benefit from a pre-accession strategy to stimulate and support its reforms.

In line with the Negotiating Framework and previous European Council and Council conclusions, Turkey needs to commit itself unequivocally to good neighbourly relations and to the peaceful settlement of disputes in accordance with the United Nations Charter, having recourse, if necessary, to the International Court of Justice.

Welcomes the finalisation of the negotiations on the EU-Turkey readmission agreement and calls on the Turkish Government to ensure that, until this agreement enters into force, existing bilateral agreements are fully implemented; underlines the importance of intensifying cooperation between the EU and Turkey on migration management and border controls, inter alia given the large percentage of illegal immigrants entering EU territory via Turkey; welcomes the consultation with civil society on three draft laws in the field of asylum and urges the Government to bring the laws before Parliament without delay; takes the view that, once the readmission agreement enters into force, the Council should mandate the Commission to initiate a visa dialogue, with particular attention to the matter of entry conditions for businesspeople and students travelling to the EU, as a necessary step in relation to mobility;
se félicite de la finalisation des négociations sur l'accord de réadmission entre l'Union européenne et la Turquie et invite le gouvernement turc, dans l'attente de l'entrée en vigueur de cet accord, à veiller à la mise en œuvre intégrale des accords bilatéraux existants; souligne l'importance d'intensifier la coopération entre l'Union et la Turquie en matière de gestion des migrations et de contrôles aux frontières, compte tenu notamment du nombre élevé d'immigrés clandestins qui entrent sur le territoire de l'Union par la Turquie; se félicite de la consultation de la société civile sur trois projets de lois en matière d'asile et invite instamment le gouvernement à soumettre dans les meilleurs délais ces projets de lois au parlement; estime qu'il conviendra, une fois l'accord de réadmission entré en vigueur, que le Conseil charge la Commission d'engager le dialogue sur la question des visas, en s'attachant particulièrement aux conditions d'entrée des hommes et femmes d'affaires et des étudiants qui se rendent dans l'Union, mesure indispensable pour la mobilité;

The Commission will make relevant recommendations ahead of the December European Council, if Turkey has not fulfilled its obligations.
