Notes with regret that the Republican Council for National Minorities has not been active since 2009; calls on the authorities to facilitate in good faith the formation of the Bosniak National Council, as well as the integration of the two Islamic Communities in the country; draws attention to the fact that Sandžak and South and South-East Serbia, where a significant number of minorities live, are economically underdeveloped regions which require further efforts by the authorities to combat high unemployment and social exclusion; reiterates the importance of implementation of the protocol on national minorities signed by the Romanian and Serbian governments in Brussels on 1 March 2012; calls on the Serbian authorities to improve the situation of all minorities, including Roma, Bosniak, Albanian and Bulgarian minorities, which are disproportionally affected by the economic downturn, and to ensure consistent application of the legal framework on the protection of minorities throughout Serbia, notably in the areas of education, language and cultural rights; regrets the recent incidents in Vojvodina involving attacks on ethnic minorities; calls, therefore, on the authorities, particularly the forces of law and order, to investigate all details of the cases concerned;

Takes notes of the establishment of an Agency for Human and Minority Rights, directly under the Prime Minister, replacing the former State Union Ministry for Human and Minority Rights; calls on the Prime Minister to pursue a coherent and active minority policy and to ensure that human and minority rights are a priority on the Government's agenda; welcomes the fact that the new Serbian Constitution gives a constitutional basis to the National Councils of ethnic minorities and calls for the adoption of new legislation to provide better regulation for the status, work, and election of these Councils; looks forward to such legislation providing an improved legal framework for the protection of minority rights and the integration of all national minorities into state structures;

We are asking that this House recognize the existence of the Quebec nation, a civic nation to which the anglophone minority and all the waves of immigrants that have happily washed over Quebec belong; to recognize that this nation has a common language—which does not prevent people from speaking the language of their choice at home, or the anglo-Quebec minority from having its own institutions, but the common language, in the political space, within the Quebec nation, is French; to recognize that we have a common history that is distinct, although it is connected to the history of Canada; to recognize that we have a unique culture, one that is a crossroads and that is our own vision of something that is emerging in many places in the world.
