The European Council in Seville on 21-22 June 2002 called upon the Council and the Commission to give the measures in the overall plan for combating illegal immigration the very highest priority within the frameworks of their respective powers. In order to prevent a legal vacuum, should the legislative procedure in the European Parliament and in the Council last beyond the expiry of the current mandate, the Commission, on 30 September 2010, adopted a second proposal for amendment of Regulation (EC) No 460/2004 which intends only to extend the deadline of the current mandate with 18 months.
