However, since the Commission and the Council have agreed on a redefinition of objectives, focusing on a pragmatic 'all-hazard approach' to the Union's critical infrastructure, they must complete their clarification efforts and avoid using an extremely ambitious title to hide what is a much more limited reality. And that reality is that it was only with great difficulty that the governments reached a financial agreement, which actually fell far short of the wishes expressed by Parliament and - what is more serious - of what was needed to pursue the objectives which the European Union had set itself, among which the establishment of an area of freedom, security and justice was high on the agenda.

In addition, if we bear in mind that the various competent working groups in the Council are also significantly behind schedule, as well as the difficulties we are expecting in terms of reaching a consensus between Council and Parliament – four of the proposals involve the codecision procedure – we must recognise, as realists, that the outlook is not very encouraging and that it may, therefore, be very difficult to fulfil the compromise which Parliament and the Council reached in the conciliation of 16 July so that these legal bases could be adopted before the end of 2003.

What I can promise with regard to this issue is that the presidency has the utmost commitment to working, for as long as it is involved with this matter, in an atmosphere of total transparency and openness towards Members of the European Parliament. We will also make the utmost effort with members of the Council, particularly with those who had most difficulty in accepting the proposal suggested last year, so as to reach a reasonable compromise solution, and one which would at the same time guarantee the dignity appropriate for a statute for the members of this House.
Ce que je peux promettre en la matière, c'est que la présidence s'engagera à fond à travailler jusqu'à la fin de son mandat sur cette question en l'entourant du maximum de transparence et d'ouverture vis-à-vis des honorables députés et en faisant les plus grands efforts auprès des membres du Conseil, notamment ceux qui ont éprouvé le plus de difficultés à accepter la proposition faite l'année dernière, afin de trouver une solution de compromis raisonnable et en même temps suffisamment digne pour le statut de membre de cette Assemblée.
