With regard to the third priority (i.e. adopting a strategic approach to strengthening the capacities of the different actors of partnership), we recall that the Cotonou Agreement recognises the "complementary role of and potential for contributions by non-State actors" (Article 4), alongside local, national and regional State actors, as well as the need to provide support for an "active and organised civil society" in dealing with conflict situations (Article 11).
16. The importance of his work is accentuated by two factors which have arisen simultaneously in recent times. On the one hand, the role, which is increasingly recognised and accepted by the Union, which we have to play on the globalised international stage, and, on the other hand, the cooperation which we must promote in pursuit of a North-South rebalance and which finds its most obvious embodiment within the framework of the new Cotonou Agreement.

Welcomes the Commission's initiative aimed at giving unrestricted access for all LDC products except arms and munitions to EU markets; recognises in addition that the EU has to give appropriate consideration to the legitimate expectation of the ACP countries on the basis of the Cotonou agreement, whilst also recognising that the current Cotonou agreement excludes the non-ACP countries where the majority of the poorest people live; deplores, however, the fact that the full liberalisation of trade in sugar, rice and bananas, which are very important export products for many LDCs, will not be implemented until 2009; hopes that further trade and development and cooperation measures will be adopted;
1. se félicite de l'initiative de la Commission visant à accorder un accès illimité aux marchés de la CE pour l'ensemble des produits originaires des PMA à l'exception des armes et des munitions; reconnaît en outre que la CE doit dûment prendre en compte les attentes légitimes des pays ACP reposant sur l'accord de Cotonou, et reconnaissant également que sous sa forme actuelle, ce dernier exclut les pays non ACP où vit la majorité des populations les plus pauvres; mais déplore que la libéralisation totale pour le sucre, le riz et les bananes, lesquels constituent des produits d'exportation très importants pour de nombreux PMA, n'interviendra pas avant 2009; espère que, parallèlement, d'autres mesures commerciales et de coopération au développement seront adoptées;

17. Welcomes the Commission's initiative aimed at giving unrestricted access for all LDC products except arms and munitions to EU markets, but points out that the EU has to give appropriate consideration to the legitimate expectations of the ACP countries on the basis of the Cotonou Agreement, whilst also recognising that the current Cotonou Agreement excludes the non-ACP countries, where the majority of the poorest people live; considers that the EU must guarantee zero-duty import quotas at guaranteed prices for sensitive basic products, notably sugar, while at the same time not reducing the ACP quotas;
17. se félicite de l'initiative de la Commission d'accorder le libre accès aux marchés de l'UE pour tous les produits originaires des PMD, à l'exception des armes et des munitions; souligne toutefois que l'UE doit tenir compte des attentes légitimes des pays ACP conformément à l'accord de Cotonou, tout en reconnaissant que l'accord actuel de Cotonou exclut les pays non-ACP où vivent la majorité des populations les plus pauvres; estime que l'UE doit assurer des contingents d'importation à droits nuls et à prix garantis pour les produits de base sensibles, notamment le sucre, sans diminuer les contingents accordés aux ACP;

The Cotonou Agreement also recognises the potential contribution that can be made by a broad range of non-state actors.

12. Recognises the substantially different levels of economic development of the EU and the ACP and is therefore very concerned that too rapid a reciprocal trade liberalisation between the EU and the ACP could have a negative impact on vulnerable ACP economies and States, precisely at a time when the international community should be doing its utmost to support States in their drive to meet the MDGs; and accordingly calls on the Commission to ensure that special and differential treatment is given to ACP countries in the EPAs, pursuant to Article 34(4) of the Cotonou Agreement;
12. est conscient de la différence notable qui existe entre les niveaux de développement économique de l'Union européenne et des pays ACP; est par conséquent très préoccupé par le fait qu'une libéralisation réciproque trop rapide du commerce entre l'Union et les pays ACP pourrait avoir un effet négatif sur les économies vulnérables de ces derniers, en particulier au moment où la communauté internationale devrait faire tout son possible pour soutenir les États s'efforçant de réaliser les OMD; demande donc à la Commission de garantir, dans les APE, un traitement spécifique et différencié pour les pays ACP, conformément à l'article 34, paragraphe 4, de l'accord de Cotonou;
