Although budget support has been granted for some time (since the Marshall Plan, in fact), it became popular in the 1980s and 1990s when the World Bank and various bilateral cooperation structures began to provide such support in the form of balance-of-payments aid.

-2- The AEFJ currently embraces some 20 training centres in Western Europe. This cooperation began in April 1987 with the creation of a liaison committee, and it was only last June, in Dublin, that the AEFJ itself was launched to provide a more effective structure for cooperation.
