appuie fermement la proposition de la Commission de porter la dotation de la coopération territoriale européenne (CTE) à 11,8 milliards d'euros au lieu des 8,7 milliards prévus dans l'actuelle période de programmation; rappelle la valeur ajoutée de la CTE pour l'intégration européenne et la cohésion territoriale, grâce à la minimisation des effets négatifs des frontières, à l'amélioration de l'efficacité des politiques, à l'amélioration de la qualité de vie, au renforcement de la construction de capacités ainsi qu'à la promotion de la confiance et de la compréhension mutuelle; regrette dès lors la réduction de 3 milliards proposée dans le projet de conclusions du Conseil du 22 novembre ainsi que le retour à l'exigence des 150 km pour une coopération transfrontalière dans le cas des frontières maritimes; se félicite toutefois que le projet de conclusions du Conseil s'aligne sur l'appel du CdR et la position du PE quant à la nécessité d'accroître le taux de cofinancement en le portant à 85 % pour les programmes de CTE;

Welcomes the finalisation of the negotiations on the EU-Turkey readmission agreement and calls on the Turkish Government to ensure that, until this agreement enters into force, existing bilateral agreements are fully implemented; underlines the importance of intensifying cooperation between the EU and Turkey on migration management and border controls, inter alia given the large percentage of illegal immigrants entering EU territory via Turkey; welcomes the consultation with civil society on three draft laws in the field of asylum and urges the Government to bring the laws before Parliament without delay; takes the view that, once the readmission agreement enters into force, the Council should mandate the Commission to initiate a visa dialogue, with particular attention to the matter of entry conditions for businesspeople and students travelling to the EU, as a necessary step in relation to mobility;
se félicite de la finalisation des négociations sur l'accord de réadmission entre l'Union européenne et la Turquie et invite le gouvernement turc, dans l'attente de l'entrée en vigueur de cet accord, à veiller à la mise en œuvre intégrale des accords bilatéraux existants; souligne l'importance d'intensifier la coopération entre l'Union et la Turquie en matière de gestion des migrations et de contrôles aux frontières, compte tenu notamment du nombre élevé d'immigrés clandestins qui entrent sur le territoire de l'Union par la Turquie; se félicite de la consultation de la société civile sur trois projets de lois en matière d'asile et invite instamment le gouvernement à soumettre dans les meilleurs délais ces projets de lois au parlement; estime qu'il conviendra, une fois l'accord de réadmission entré en vigueur, que le Conseil charge la Commission d'engager le dialogue sur la question des visas, en s'attachant particulièrement aux conditions d'entrée des hommes et femmes d'affaires et des étudiants qui se rendent dans l'Union, mesure indispensable pour la mobilité;
