In a word, critics argue that the bombing is a violation of the UN's charter, prohibition against the use of force against a member state of the United Nations, particularly as that member state has not attacked any other; that any exception to this fundamental principle would require express authorization by the UN Security Council which was neither sought nor secured; and that the bombing sought to coerce Yugoslavia to sign the Rambouillet peace agreement, is in violation of the Vienna Treaty Convention prohibiting the use of force for this purpose.
