The 17th Conference of the Parties to the UN Convention on Trade in Endangered Species (CITES CoP17) will take place between 24 September and 5 October 2016 in Johannesburg, South Africa.It provides a forum for Parties to review the implementation of the CITES Convention, which covers more than 35 000 plants and animals, ensuring that trade remains legal, traceable and sustainable, and to adopt new binding measures for wildlife protection.
La 17 conférence des parties à la convention des Nations unies relative au commerce des espèces menacées d’extinction (CoP17 de la CITES) se tiendra du 24 septembre au 5 octobre 2016 à Johannesbourg, en Afrique du Sud. Account should also be taken of the fact that the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) places a requirement on parties to CITES only to grant a CITES permit for export when a CITES-listed species has been harvested, inter alia, in compliance with national legislation in the exporting country.

In particular, the Commission should be empowered to adopt certain measures regulating trade in species of wild fauna and flora, to adopt certain amendments to the Annexes to Regulation (EC) No 338/97 and to adopt additional measures to implement resolutions of the Conference of the Parties to the Convention on international trade in endangered species of wild fauna and flora (CITES) (hereinafter referred to as ‘the Convention’), decisions or recommendations of the Standing Committee of the Convention and recommendations of the Convention Secretariat.

CITES Resolution Conf. 13. 6 on the implementation of Article VII, paragraph 2 of the Convention concerning ‘pre-Convention’ specimens provides a definition of ‘pre-Convention’ specimen and clarifies the dates that are to be taken to establish whether a specimen can be considered as ‘pre-Convention’.

3. The container in which biological samples referred to in paragraph 1 are shipped shall bear a label that specifies ‘Muestras biológicas CITES’, or ‘CITES Biological Samples’, or ‘Échantillons biologiques CITES’, as well as the number of the document issued in accordance with the Convention.
