Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The kind of folks who will be affected by this bill — people who are working, contributing, whose employer was contributing — who then found themselves in prison for a period of time and hence, based on this bill, would not retain the eligibility for which they had contributed and been eligible until that moment, in my view — and we will disagree on this — that is a principle that is offensive to the notion of John Diefenbaker and his Progressive Conservative government, and the Honourable Mike Starr, Minister of Labour, who wanted to maintain a balance so that, even for those in the most desperate circumstances, whom the law has incarcerated, their chance to rebuild their lives is not thrown out the window.

2.2 A grace period of 30 days is allowed for the payment of any contribution and, if the participant dies during the grace period, any contribution then overdue will be deducted from the amount of the benefit payable.

If a person who is entitled, under any of subsections 12(1), 12.1(2), 13(1) or 13.001(1) or any regulations made for the purposes of section 24.2, to an annuity or an annual allowance is re-employed in the public service and becomes a contributor under this Part, whatever right or claim that he or she may have to the annuity or annual allowance shall be terminated without delay, but the period of service on which the benefit was based, except any period specified in clause 6(1)(a)(iii)(C) or (E), may be counted by that person as pensionable service for the purposes of subsection 6(1), except that if that person, on ceasing to be so re-employed, exercises his or her option under this Part in favour of a return of contributions, or is not entitled under this Part to any benefit other than a return of contributions, the amount so returned shall not include any amount paid into the Superannuation Account or the Public Service Pension Fund to his or her credit at any time before the time when he or she became re-employed, but whatever right or claim that, but for this section, he or she would have had to the annuity or annual allowance on ceasing to be so re-employed shall then be restored to him or her.
29. Ms. L'Orfano: If you're no longer suspended and the majority vote has specified a date that you can begin contributing again, then you could make an election if your one year is not up, but never for the period of suspension.
