Notes with concern that EUR 3 200 000 (22 % of the budget) have been carried over to 2013 and that the level of committed appropriations carried over is high for both Title II at 36 % and Title III at 33 %; acknowledges that for Title II, this was mainly caused by the renewal of annual IT contracts concluded as planned in the fourth quarter of 2012; acknowledges that for Title III, the high level was a result of both the multiannual nature of major projects and of delays in the awarding of specific contracts;

Identifies the need for a European pilot project in the context of pre-commercial procurement in order to show by example an implementation approach that ensures maximum legal certainty and protection for businesses, in particular for SMEs, which, by definition, are the weaker parties compared with contracting authorities and the large undertakings generally involved in public procurement;

36. invite la Commission à prendre en compte la notion d''intérêt public" des recherches dans le domaine de la sécurité, tant pour les États membres que pour l'Union, afin d'éviter le risque de financer des projets qui ne soient pas conformes aux priorités politiques ou à certaines obligations d'intérêt public, ou encore de la protection des droits de l'homme, des libertés civiles et de la vie privée; souligne que la transparence dans l'attribution des contrats revêt la plus grande importance;
