TRADUCTIONS EN CONTEXTE

4. Welcomes the progress made in 2015 in reaching agreements in the framework of the process of normalisation of relations between Kosovo and Serbia, namely on the establishment of the Association/Community of Serb-majority municipalities in Kosovo, on energy and on Mitrovicë/Mitrovica bridge, and including the agreements of 25 August 2015 on telecoms, of June 2015 on vehicle insurance and of February 2015 on the judiciary; supports the continued mediation efforts of the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) with a view to the normalisation of relations between Serbia and Kosovo, which has yet to be fully achieved; calls on the European External Action Service to make a thorough overall assessment of the state of implementation of all the agreements signed so far with regard to the adoption of laws on the ground, and to report regularly on this to the European Parliament and the parliaments of both Kosovo and Serbia; urges the VP/HR to identify shortfalls and to demand that the parties fulfil their commitments, and calls on Serbia and Kosovo to refrain from negative rhetoric, to move forward in good faith and in a timely manner with the full implementation of all the agreements already reached, and to continue determinedly the normalisation process; stresses that continuous and constructive dialogue between Pristina and Belgrade and the full implementation of the agreements reached are crucial for the normalisation of their relations;
4. se félicite des progrès accomplis en 2015 dans la conclusion d'accords dans le cadre du processus de normalisation des relations entre le Kosovo et la Serbie, notamment les accords sur la création de l'association/communauté des municipalités à majorité serbe du Kosovo, sur l'énergie, sur le pont de Mitrovicë/Mitrovica, celui du 25 août 2015 sur les télécommunications et ceux de juin 2015 sur les assurances automobiles et de février 2015 sur le pouvoir judiciaire; soutient les efforts de médiation tenaces déployés par la vice-présidente de la Commission/haute-représentante de l'Union pour les affaires étrangère et la politique de sécurité (VP/HR) en vue de la normalisation des relations entre la Serbie et le Kosovo, qui n'est pas encore pleinement acquise; invite le service européen pour l'action extérieure à procéder à une évaluation approfondie et globale de l'état de la mise en œuvre de tous les accords conclus à ce jour en ce qui concerne l'adoption des lois sur place et à faire régulièrement rapport à ce sujet au Parlement européen et aux parlements du Kosovo et de Serbie; invite instamment la VP/HR à recenser les lacunes en exigeant des parties qu'elles respectent les engagements pris et appelle la Serbie et le Kosovo à abandonner toute rhétorique négative, à aller de l'avant et à mettre pleinement en œuvre l'ensemble des accords déjà conclus en toute bonne foi et dans le délai imparti ainsi qu'à poursuivre le processus de normalisation avec détermination; souligne qu'un dialogue permanent et constructif entre Pristina et Belgrade et la pleine mise en œuvre des accords conclus sont essentiels à la normalisation de leurs relations;

22. Reiterates its support for the Arab peace initiative put forward by one of the GCC member states and approved by all the states of the Arab League and the Organisation of the Islamic Conference; calls on the GCC member states to continue their mediation efforts and support for the Israeli-Palestinian peace process; calls on the EU and the GCC to step up joint efforts to bring about a negotiated end to the occupation of the Palestinian Territories, while continuing to provide full support for a two-state solution to the Israel/Palestine conflict; stresses the joint interest of the EU and the GCC in working together to establish a just and lasting regional peace in the Middle East; suggests in this regard more regular cooperation between the Quartet and the Arab League monitoring committee; recalls that the EU is the largest donor of aid to the Palestinian people; recognises the GCC member states' support for Palestinian refugees and their contribution to the United Nations Relief and Works Agency (UNRWA); calls on the GCC member states to contribute more to strengthening Palestinian institutions and to economic development, within the context of the Palestinian Authority's government programme, and to consider paying their financial contributions through existing international aid mechanisms, where appropriate;
22. réitère son soutien à l'Initiative de paix arabe inspirée par l'un des États membres du CCG et approuvée par l'ensemble des États de la Ligue arabe et de l'Organisation de la conférence islamique; invite les États du CCG à poursuivre leurs efforts de médiation et de soutien au processus de paix israélo-palestinien; demande que l'Union et le CCG redoublent ensemble d'efforts pour que les négociations aboutissent à la fin de l'occupation des territoires palestiniens tout en continuant d'accorder leur soutien plein et entier à un règlement du conflit israélo-palestinien reposant sur l'existence de deux États; souligne l'intérêt partagé de l'Union et du CCG d'œuvrer ensemble à l'établissement d'une paix régionale, juste et durable au Proche-Orient; suggère à cet égard une concertation plus régulière entre le Quartet et le Comité de suivi de la Ligue arabe; rappelle que l'Union est le premier donateur d'aide au peuple palestinien; reconnaît le soutien apporté aux réfugiés palestiniens par les États du CCG et leur contribution à l'Office de secours et de travaux des Nations unies (UNRAWA); invite les États membres du CCG à contribuer davantage au renforcement des institutions palestiniennes et au développement économique dans le cadre du programme gouvernemental de l'Autorité palestinienne, et à envisager le cas échéant la possibilité de verser leurs contributions financières au travers des mécanismes d'aide internationaux existants;

Calls on the Presidency of the European Union and the Commission to monitor closely the mediation mission led by Kofi Annan and, if required, to ensure an immediate continuation of those mediation efforts by a high-level European Union delegation, possibly in the context of a joint EU-AU initiative; calls on the Commission to offer to the Kenyan authorities all necessary technical and financial assistance in the process of an independent examination of the presidential elections, as well as in the steps deemed necessary to redress the situation;
8. invite la Présidence de l'Union européenne et la Commission à suivre de près la mission de médiation dirigée par MKofi. Annan et, si nécessaire, à assurer la poursuite immédiate de ces efforts de médiation par une délégation de haut niveau de l'Union européenne, éventuellement dans le cadre d'une initiative commune UE-UA; invite la Commission à apporter aux autorités kényanes toute l'assistance technique et financière nécessaire dans le processus d'examen indépendant du scrutin présidentiel, ainsi que dans les démarches qui seront nécessaires pour redresser la situation;

The EU expressed its continuing engagement in support of OSCE mediation efforts there.
