In this context, cooperation shall help to strengthen and reinforce the role of the Technical Centre for Agricultural and Rural Cooperation (CTA) in ACP institutional capacity development, particularly information management, in order to improve access to technologies for increasing agricultural productivity, commercialisation, food security and rural development’.

11. Stresses the importance of the Paris Memorandum of Understanding and of the Black Sea Memorandum of Understanding and calls on the Council and the Commission to reinforce cooperation with non-EU coastal states as regards the implementation of measures to lessen the threat of environmental pollution from shipping accidents, including through action taken in the context of the International Maritime Organisation and the Paris Memorandum of Understanding;

In this context, Black Sea Synergy could reinforce the impact of existing cooperation instruments (the pre-accession process in the case of Turkey, the European Neighbourhood Policy (ENP) and the Strategic Partnership with Russia) and regional initiatives (Danube Cooperation Process).

The priorities in this working plan are as follows: first of all, the consolidation of democracy, the rule of law and public institutions; secondly, support for the economic transition process, including Ukraine’s integration into the European and world economies, and for regional cross-border cooperation with neighbouring countries; thirdly, cooperation on strengthening stability and security within and outside Europe; fourthly, the strengthening of cooperation in the environmental and energy fields and in the context of nuclear safety; fifthly, support for reinforced cooperation in connection with enlargement of the EU; and sixthly and finally, the development of cooperation on legal and internal affairs.

That is why, yesterday, when we were discussing various points, I put forward a number of amendments which will usefully serve to specify or enhance the role of our institutions and the place allotted to them according to the pillars, in the context of implementation of reinforced cooperation.
Voilà pourquoi, hier, alors que nous reprenions la discussion sur différents points, j'ai mis sur la table un certain nombre d'amendements qui viendront utilement préciser ou conforter le rôle de nos institutions et la place qui leur revient en fonction des piliers, dans le cadre de la mise en place des coopérations renforcées.

The Schroedter report supported the positions of the Commission on a number of points: the need to maintain a strong cohesion policy based on solidarity and partnership, in the context of enlargement and the persisting inequalities within the EU; not going below 0.45% of the Union's GDP in order not to challenge the credibility of cohesion policy; the need to adapt cohesion policy to the conditions which will prevail in the enlarged Union; the need to promote sustainable development and territorial cohesion in Europe and reinforce the polycentric, harmonious and balanced development of the Union, in accordance with the guidelines of the ESDP; support for areas with specific handicaps (with special mention of the outermost regions); strengthening cross-border cooperation; opposition to any renationalisation of cohesion policy; the importance of partnership and the value of considering tripartite agreements with the regions and Member States.
Le rapport Schroedter appuie les positions de la Commission sur un certain nombre de points: nécessité de maintenir une politique de cohésion forte, solidaire et partenariale, face à l'élargissement et à la persistance d'inégalités dans l'UE; ne pas descendre en dessous de 0,45 % du PIB de l'Union, afin de ne pas mettre en cause la crédibilité de la politique de cohésion; besoin d'adapter la politique de cohésion aux conditions qui prévaudront dans une Union élargie; nécessité de promouvoir le développement durable, la cohésion territoriale en Europe et le renforcement du développement polycentrique, harmonieux et équilibré de l'Union, conformément aux orientations du SDEC; soutien aux zones à handicaps spécifiques (avec une mention spéciale pour les régions ultrapériphériques); renforcement de la coopération transfrontalière; opposition à toute renationalisation de la politique de cohésion; importance du partenariat et utilité de réfléchir à des contrats tripartites avec les régions et les États membres.
