Le rapport est bon en tant que tel car il transmet les messages cruciaux sans pour autant anticiper sur le travail de la Convention. Je caresse donc l'espoir que demain, l'Assemblée plénière votera ce rapport tel que nous l'avons élaboré en commission des droits fondamentaux. Il est toutefois un point à propos duquel je souhaiterais une modification. J'ai d'ailleurs introduit, au nom de mon groupe, une proposition d'amendement à ce propos. Elle concerne le thème, plusieurs fois abordé aujourd'hui, de l'adhésion de l'Union européenne à la Convention européenne des droits de l'homme. Cette adhésion à la Convention était un objectif important dans le passé. C'était un objectif important et justifié dans le passé, aussi longtemps qu'il n'y avait pas de perspective de création d'un catalogue des droits fondamentaux propre à l'Union européenne. De ce point de vue, cette solution de second choix était bien meilleure que rien du tout.
