Commends the Turkish Constitution Conciliation Committee for its commitment to drafting a new Constitution and for the inclusive process of consulting civil society in a manner that reflects the diversity of Turkish society; expresses concern at the apparently slow progress made by the Committee so far; encourages the Committee to continue its work and to tackle – in an inclusive, representative and collegial way, and in line with the criteria and values of the EU – key issues such as (a) ensuring the separation of powers and an adequate system of checks and balances; (b) clarifying relations between the state, society and religion; (c) introducing an inclusive system of governance that secures the human rights and fundamental freedoms of all citizens; and (d) formulating an inclusive concept of citizenship; calls on all political parties, and on the actors concerned, to take a constructive approach in the negotiation of the new Constitution; is of the opinion that the involvement of, and dialogue with, the Venice Commission would produce positive results and support the constitutional process;
6. félicite la commission de consultation constitutionnelle pour son engagement en faveur d'une nouvelle constitution et pour le processus de consultation de l'ensemble de la société civile, lequel a reflété la diversité de la société turque; est préoccupé par les progrès visiblement lents accomplis par la commission jusqu'à présent; encourage la commission à poursuivre ses travaux et à se pencher, de manière ouverte, représentative et collégiale, et dans le respect des critères et des valeurs de l'Union européenne, sur des questions fondamentales comme i) la séparation des pouvoirs et un système approprié d'équilibre des pouvoirs, ii) les relations entre l'État, la société et la religion, iii) un système de gouvernance inclusif garantissant les droits fondamentaux de tous les citoyens et iv) un concept inclusif de la citoyenneté; invite tous les partis politiques et acteurs concernés à s'inscrire dans une démarche constructive lors de la négociation de la nouvelle constitution; est d'avis que la participation de la commission de Venise et le dialogue avec celle-ci aboutirait à des résultats positifs et renforcerait le processus constitutionnel;

Expresses its full support for the drafting of a new civilian constitution for Turkey as a unique opportunity for true constitutional reform, promoting democracy, the rule of law, guarantees for fundamental rights and freedoms (in particular freedom of expression and freedom of the media), pluralism, inclusiveness, good governance, accountability and unity in Turkish society, in full compliance with the EU Charter of Fundamental Rights; calls on all political parties and the actors concerned to support and take a positive and constructive approach to the negotiation of the new constitution, based on consensus and constructive compromise; stresses the need to continue the preparatory work in the drafting process and welcomes in this regard the decision to ensure equal representation of all political forces in the Constitutional Conciliation Committee and the pledge to base the drafting process on the broadest possible consultation of all segments of society as part of a process which genuinely engages Turkish civil society; stresses that the new constitution should uphold the rights of all groups and individuals in Turkey, guarantee the separation of powers, ensure the independence and impartiality of the judiciary, secure full civilian oversight of the military and promote an inclusive Turkish citizenship;
8. exprime son soutien plein et entier à la rédaction d'une nouvelle constitution civile pour la Turquie, offrant l'occasion unique d'une véritable réforme constitutionnelle, qui promeuve la démocratie, l'État de droit, des garanties en faveur des droits et libertés fondamentaux (en particulier de la liberté d'expression et de la liberté des médias), le pluralisme, l'inclusion, la bonne gouvernance, la responsabilité et l'unité au sein de la société turque, dans le respect plein et entier de la charte des droits fondamentaux de l'Union européenne; invite tous les partis politiques et les acteurs concernés à soutenir, en adoptant une approche positive et constructive à cet égard, la négociation de la nouvelle constitution, sur la base d'un consensus et d'un compromis constructif; met l'accent sur la nécessite de poursuivre les travaux préparatoires du processus de rédaction et accueille favorablement la décision d'accorder une représentation égale, au sein de la Commission constitutionnelle de conciliation, à toutes les forces politiques en présence ainsi que l'engagement de fonder le processus de rédaction sur une consultation aussi large que possible de toutes les composantes de la société dans le cadre d'un processus associant effectivement la société civile turque; insiste sur le fait que la nouvelle constitution devra respecter les droits de tous les groupes et de toutes les personnes en Turquie, garantir la séparation des pouvoirs ainsi que l'indépendance et l'impartialité du système judiciaire, soumettre entièrement l'armée au contrôle de l'autorité civile et promouvoir une citoyenneté turque inclusive;
