COTER rapporteur Michael Schneider (DE/EPP) said the publication of the third report had been presaged by a "very good consultation process", while Constance Hanniffy, vice-president of the CoR Commission for Economic and Social Policy (ECOS), highlighted the success of cohesion policy in her native Ireland, saying it had "contributed hugely to investment programmes and exposed policymakers to new and innovative processes".
