Connected undertakings may apply to the Commission to be allowed to meet an alternative target that is a 25% reduction on their combined average specific emissions in 2006, instead of the average of their specific emissions targets calculated in accordance with Annex I, provided that those connected undertakings, taken together with any other connected undertakings, are responsible for between 10 000 and 300 000 new passenger cars registered in the Community per calendar year.

If Professor Hogg's opinion (see supra) were to be taken literally, we would have to understand that Parliament could legislate validly in relation to trade unions in connection with their status as bargaining agents, but only in relation to unions whose members are employed in the operation of a federal work, undertaking or business.

Calls, in connection with direct subsidies to undertakings, for it to be recognised that cohesion policy funding, rather than influencing decisions by companies – and particularly larger companies – to open a plant in a given location, tends to be pocketed by companies which have already taken such decisions (deadweight effect), and calls, therefore, for grant support for large, private undertakings to focus on investment in research and development or for it to be provided, more often than is currently the case, indirectly through infrastructure financing; also calls for clear provisions to be included in the general regulation governing the Structural Funds ruling out the provision of any EU funding for the relocation of undertakings within the Union, substantially lowering the threshold for review of relocation investments, excluding large enterprises from direct subsidies, and placing a 10-year limit on the duration of operations; ;

G. whereas the situation concerning rights and freedoms in Tunisia has become particularly alarming and the limitations of the steps taken to date by the Council and Commission have become apparent; recalling in this connection the European Union’s undertaking to apply the guidelines on protecting human rights activists and the Commission’s undertaking to reassess at the start of 2006, together with the Member States, the human rights situation in Tunisia and, in the absence of progress, to decide whether additional measures should be taken,
