The summit is as a response to an unprecedented increase in the number of people affected by conflicts and natural disasters, including the highest number of displacements since World War II. The summit presents the global community with a unique opportunity to establish an international consensus reaffirming the principles of humanitarian aid and strengthening humanitarian action.
Cet événement répond à l’augmentation sans précédent du nombre des victimes de conflits et de catastrophes naturelles, qui s’accompagne également des plus importants déplacements de populations depuis la Seconde Guerre mondiale. Emphasises the need for human rights in Western Sahara and in the Tindouf camps to be addressed, even without anticipating any final political settlement or expressing a view on such a settlement; reiterates, nevertheless, that self-determination is a fundamental human right, as specified by Article 1 of the UN International Covenant on Civil and Political Rights and that territorial integrity is a principle enshrined in international law; recalls, moreover, UN Security Council Resolution 1754(2007), urging the parties to enter into negotiations in good faith, without preconditions, ‘with a view to achieving a just, lasting and mutually acceptable political solution, which would provide for the self-determination of the people of Western Sahara; echoes this call to Morocco and the Polisario Front to continue negotiations for a peaceful solution to the conflict, reaffirming the rights of the Sahrawi people to self-determination; stresses the opportunity deriving from the political and democratic reforms undertaken in Morocco, while taking note of the stronger obligations necessitated by these reforms to respect and uphold human rights in Western Sahara in particular; fears that the 25-year delay in arranging a referendum, or reaching any other form of mutually acceptable negotiated political settlement, is increasing Sahrawi alienation and the potential for violence, particularly amongst the young; calls on the EU to become more closely involved and to support the United Nations in its efforts to encourage the parties to resume direct negotiations with a view to securing a peaceful and lasting resolution of the conflict;

Mr. Speaker, I ask for unanimous consent for the following: That this House condemn the Prime Minister's tactic of equating any legitimate criticism of the State of Israel with anti-Semitism and deplore his refusal to condemn the establishment of new Israeli settlements in occupied territory in violation of UN resolutions; that this House urge the government to return to a just, fair and balanced position that is respectful of international law and human rights; that this House reaffirm the fundamental importance of a total and permanent end to confrontations that prevent dialogue between the two parties and that it condemn any act of violence toward Israelis and Palestinians; and finally that this House reaffirm its support for a negotiated solution to the Israeli-Palestinian conflict that is based both on Israelis' right to live in peace within their secure and recognized borders and on Palestinians' right to self-determination.

It is important now that we reaffirm the founding principles of the UN, of the equality of all states, large and small, so that no states are singled out for discriminatory treatment while major human rights violators enjoy exculpatory immunity; of the universality of human rights so that economic, social and cultural rights, the rights of the disadvantaged are seen as authoritative norms; of the guarding against undue politicization of the UN wherein the UN becomes an arena for the waging of conflict rather than for conflict resolution; of gender mainstreaming within the decision making of the UN; and of the protection against mass atrocity organized around a culture of prevention rather than belated intervention.
