In conclusion, your rapporteur is of the opinion that the Fishery partnership agreements should not be only a legal way to allow European vessels to have access to the fishery resources of third countries, but also a tool to promote responsible sustainable exploitation of the sea resources and that the financial contributions paid by the European taxpayers are ring-fenced and earmarked for development goals, i.e. to be spent in favour of the fishermen communities, to improve living conditions, to ensure training, safety at sea and to create new local jobs.
