8. Recalls that on 15 December 2011 Parliament decided to withhold its consent to a Textile Protocol to the Partnership and Cooperation Agreement between the EU and Uzbekistan on account of concerns relating to the use of forced child labour on cotton fields in Uzbekistan, and recommended that the EU investigate the possibility of temporarily withdrawing Uzbekistan's GSP benefits if ILO monitoring bodies conclude that it has seriously and systematically breached its obligations ;
8. rappelle que le Parlement européen a décidé, le 15 décembre 2011, de refuser d'approuver un protocole sur le textile à l'accord de partenariat et de coopération entre l'Union européenne et l'Ouzbékistan en raison de préoccupations concernant le recours au travail forcé d'enfants dans les champs de coton en Ouzbékistan, et a recommandé que l'Union européenne procède à une enquête afin de déterminer si l'Ouzbékistan doit se voir retirer temporairement les avantages procurés par le système de préférences généralisées dans le cas où les organes de surveillance de l'OIT concluent à une violation grave et systématique des obligations de ce pays ;

We in the European Union must give a strong message to this dictatorial and highly authoritarian regime, and so I agree with those Members who insist on more political pressure, on speeding up reforms, on stopping aid from passing via the government or parliament and allowing only grant aid via NGOs; this international enquiry must be mounted, otherwise we cannot simply continue the cooperation and partnership agreement we have concluded with Uzbekistan.
En tant que membres de l’Union européenne, nous devons adresser un message puissant à ce régime dictatorial et extrêmement autoritaire. En ce sens, je me range à l’avis des députés qui réclament instamment une pression politique accrue, une mise en œuvre accélérée des réformes, le blocage du transit de l’aide via le gouvernement ou le parlement, ainsi que l’allocation de subventions uniquement via les ONG. De plus, il est indispensable d’ouvrir cette enquête internationale. Si nous ne la menons pas, il sera tout simplement impossible de poursuivre l’accord de coopération et de partenariat conclu avec l’Ouzbékistan.

Finally, I wish to address the concerns expressed by some honourable senators regarding the tax convention concluded with Uzbekistan, in light of practices affecting human rights in that country.
