In order to guarantee the protection of the rights of beneficiaries and to avoid discrimination among them, the Commission shall be empowered to adopt delegated acts in accordance with Article 70 concerning the conditions under which a legal person may be considered to be eligible to receive the payment for young farmers.

Ex-post evaluations for 1994-99 concerning Objectives 5(a) and 5(b) and Leader II: The Member States and regions presented a large number of evaluation studies for the measures supported from the Structural Funds in 1994-99 regarding the setting-up of young farmers, less favoured areas, investment in agricultural holdings, processing and marketing of agricultural products, Objective 5(b) programmes and the Leader II Community Initiative. These studies were carried out at national level using guidelines issued by the Commission, which meanwhile initiated the process of synthesising this information in order to draw conclusions at Community level.
Évaluations ex post 1994-1999 concernant l'objectif 5a, l'objectif 5b et LEADER II : les États membres et les régions ont présenté de nombreuses études d'évaluation concernant les actions qui ont bénéficié du soutien des Fonds structurels durant la période 1994-1999. Ces actions ont concerné l'installation de jeunes agriculteurs, les régions défavorisées, l'investissement dans des exploitations agricoles, la transformation et la commercialisation des produits agricoles, les programmes objectif 5b et l'initiative communautaire LEADER II. Les études ont été réalisées au niveau national conformément aux orientations publiées par la Commission qui, entre-temps, a mis en chantier une synthèse de ces informations afin d'en tirer des conclusions au niveau communautaire.

In order to ensure a coherent approach in the treatment of beneficiaries and to take into account the need for an adaptation period, as regards the definition of young farmer laid down in paragraph 1(n), the Commission shall be empowered to adopt delegated acts in accordance with Article 83 concerning the conditions under which a legal person may be considered to be a 'young farmer', and the setting of a grace period for the acquisition of occupational skills.
