Welcomes the new initiative taken by the United States for consultations and permanent provision of information about its anti-missile shield; expresses its concern about declarations made by President Putin in reaction to the United States' plans to deploy components of its anti-missile shield in Poland and the Czech Republic; calls on all parties involved to engage in dialogue; calls on the United States to redouble its efforts to improve consultation regarding, and explanation of, its plans for a missile defence system to counter threats from potential emerging nuclear powers, so that both NATO and the EU remain united; demands thorough discussion concerning these proposals, including the necessity, the threat assessment and the possibility of establishing different security areas within the framework of both the EU and NATO; stresses the importance of consultation within the NATO-Russia Council regarding the missile defence system;

Welcomes the resolutions passed by Parliament calling for the closure of the Guantánamo Bay detention centre and the contributions that Parliament has made to raising the profile of that centre and its human rights concerns relating thereto; calls on the Council and the Commission to urge the US Government to find a mechanism that will facilitate the charging or releasing of detainees in accordance with international law; welcomes the fact that, in May 2006, Albania became the first country to resettle five Chinese Uighurs from Guantánamo, but regrets that 13 Chinese Uighurs who have been cleared for release by the United States Government remain in Guantánamo Bay as the United States Government has rightly concluded that they cannot be returned to China for fear of torture; calls on the Council, the Commission and Member States to work with the United States Government to facilitate the settlement of all those remaining individuals who the United States has concluded pose no threat to the United States or its allies but who cannot be returned to their home countries for fear of torture; is concerned that the very existence of the Guantánamo Bay detention centre continues to send out a negative signal as to how the fight against terrorism is being pursued;

In November 2009, the Presidency of the Council of the European Union and the United States Government signed an interim agreement concerning the processing and transfer of financial messaging data from the EU to the US for TFTP purposes, which the European Parliament did not endorse.[71] On the basis of a new mandate, the European Commission negotiated a new draft agreement with the US, presenting to the Council on 18 June 2010 a proposal for a Council Decision on the conclusion of the Agreement between the European Union and the United States of America on the processing and transfer of Financial Messaging Data from the European Union to the United States for the purposes of the Terrorist Finance Tracking Program (EU-US TFTP Agreement).[72] The European Parliament gave its consent to the conclusion of this agreement on 8 July 2010.[73] The Council is now expected to adopt a Council Decision concluding this agreement, following which the agreement would enter into force via an exchange of letters between the two parties.

(8) The verification mission carried out by the Commission in January/February 2000 revealed that despite some progress having been made, there are still serious problems as regards the implementation and the enforcement of the residue monitoring programme in place in the United States of America, and demonstrated that the programme does not entirely provide the guarantees concerning the protection of public health against risks from residues as required by the European Community; whereas the United States of America have agreed to take further action to rapidly remedy the deficiencies and have proposed on 8 February 2000 to contract out analytical work for the detection of certain substances to one or more approved laboratories capable of carrying out the required analyses and situated outside the United States of America; whereas a period of one month is considered as necessary for the United States of America to take the appropriate steps and make the relevant arrangements.
