Concerning recommendations n° 1 (flat rates for literary translations are reviewed every two years: as this was done at the beginning of 2010, the next review is scheduled in 2012); n° 3 (CCPs' working arrangements with a view to improving the service delivered are fully implemented as of 2010 and can now – under the present conditions – be considered as stable for the duration of the current programme); and n° 4 (the increasing number of visited projects, mainly from EACEA, enables the Commission/EACEA to have a much better insight in supported activities with a with to better monitoring and promotion) the Commission has already made the necessary changes in the current programme's structure.
S’agissant des recommandations nos 1, 3 et 4, la Commission a déjà apporté les modifications nécessaires à la structure du programme actuel: les taux forfaitaires applicables aux traductions littéraires sont revus tous les deux ans – la dernière révision ayant eu lieu au début de l’année 2010, la prochaine est prévue pour 2012 (recommandation n° 1); les modalités de fonctionnement des points de contact Culture axées sur l’amélioration du service fourni sont appliquées pleinement depuis 2010 et peuvent désormais, dans les conditions actuelles, être considérées comme stables pour la durée restante du programme (recommandation n° 3); et le nombre croissant de projets faisant l’objet de visites, principalement de l’EACEA, permet à la Commission et à l’Agence de se faire une bien meilleure idée des activités financées avec, à la clé, une amélioration du suivi et des activités de promotion (recommandation n° 4).

Calls on the EIB Group to make available on its website, where appropriate and prior to project approval, relevant information on the beneficiaries of long-term loans and guarantees, on its financial intermediaries, project eligibility criteria and venture capital loans to SMEs, specifying in particular the amounts disbursed, the number of loans granted, and the region and industrial sector concerned; recommends that the EIB’s role should be more focused, selective, effective and results-oriented; calls also for evaluations of the environmental, social and macroeconomic impact of supported projects;

Establish a Union Semester for dealing with the Integrated Guidelines at national and Union level, providing room for an enlarged debate on financial issues and on the economic situation of the Union including consultation with the Union-level social partners, strengthening the macroeconomic social dialogue, which would enable a real and timely contribution by all parties concerned, (Recommendation 1, Indent 7);
