Those two articles are manifestly commercial in their scope since, in particular, they enable exporters, by means of the procedure for notification of responses concerning future imports of chemicals, to ascertain precisely which markets are open to their hazardous chemicals and on what conditions.

(4) In view of the growing importance of culture for European society and the challenges facing the Community at the dawn of the 21st century, it is important to increase the effectiveness and consistency of Community measures in the cultural field by proposing a single guidance and programming framework for the period 2000 to 2004, bearing in mind the need for the Community policies concerned to take greater account of culture; in this respect, the Council Decision of 22 September 1997 regarding the future of European cultural action(5) calls on the Commission to make proposals with a view to establishing a single instrument for programming and financing aimed at the implementation of Article 151 of the Treaty.
(4) Eu égard à l'importance croissante de la culture pour la société européenne et aux enjeux auxquels la Communauté est confrontée à l'aube du XXIe siècle, il importe d'accroître l'efficacité et la cohérence des mesures communautaires dans le domaine culturel en proposant un cadre unique d'orientation et de programmation pour la période 2000-2004, compte tenu de la nécessité de prendre davantage en considération la culture dans les politiques communautaires concernées. À cet égard le Conseil a, par sa décision du 22 septembre 1997 concernant l'avenir de l'action culturelle en Europe(5), demandé à la Commission de faire des propositions en vue de l'établissement d'un instrument unique de programmation et de financement visant à la mise en oeuvre de l'article 151 du traité.
